GROWING NUMBER OF PLAYERS AND OTHERS INVOLVED IN ICE HOCKEY A LIFELONG HOCKEY JOURNEY Course of action 1. We will focus on recruiting kids and adolescents and ensure they will remain in the sport. In particular, we will develop different forms of cooperation between schools and clubs. 2. We will enable a growing number of players in centers of growth by developing conditions for training and optimizing ice time. 3. In areas of shrinking population we will ensure the continuity of activities by developing cooperation between clubs and by revising rules of competition. 4. We will continue our work to manage the costs of playing hockey. 5. To complement the existing options, we will create new flexible ways to be involved in ice hockey. 6. We will further develop adult amateurs hockey and integrate it into league activities • of Finnish Ice Hockey Association. WOMEN’S AND GIRLS’ ICE HOCKEY THE NEXT BIG STEP FOR WOMEN AND GIRLS Course

WOMEN’S AND GIRLS’ ICE HOCKEY THE NEXT BIG STEP FOR WOMEN AND GIRLS Course of action 1. We will give a higher priority to girls’ and women’s hockey and encourage men’s Liiga and Mestis clubs to participate in the development of women’s elite ice hockey. 2. In addition to the GHD concept, we will develop new ways to recruit girl players. 3. We will provide girls with their own player pathway in girls’ and women’s teams. 4. We will create conditions for high-quality everyday training to enable a career in international elite ice hockey. 5. We will ensure sufficient ice time for women’s and girls’ ice hockey. 6. We will recruit and train female coaches to work in clubs and national teams. We will increase the number of women working in administrations of all ice hockey organizations. Main objectives for the strategic period • Strong growth of women’s and girls’ ice hockey: - The number of women and girls playing in teams will double. - The number of clubs with at least 3 girls’ teams will double. • Training and playing is free of charge for women’s national team level players.

ELITE ICE HOCKEY: SUCCESSFUL AND APPEALING ELITE HOCKEY Course of action 1. Better players – We will ensure a solid player pathway from a talent to a top-class player. 2. Better coaches – We will develop coaching skills, with a special new focus in helping the athletes to find their inner motivation and reach their full potential. 3. Better game – We will make sure our national top leagues remain among the best in Europe, and support women’s and men’s Liiga and Mestis clubs in developing their activities as organizers of entertaining and financially viable events. 4. The best, with the best, against the best – We will ensure, through cooperation, that the needs of our national teams are met. 5. We will build together a stronger organization to manage and develop Mestis league in order to ensure its financial and athletic success. 6. We will be the first to adopt new technology in coaching, as well as in all other activities. Main objectives for the strategic period • International success throughout the strategic period: - IIHF World Ranking 1 -4 for men and 1 -3 for women. - Boys’ and girls’ national teams rank in positions 1 -4 in major tournaments. • When compared with the previous strategic period, increasing the number of Finnish players selected in rounds 1 -3 at NHL draft. • Strengthening the economy of Finnish elite ice hockey.

CLUB ACTIVITY AND OPERATIONS DYNAMIC AND CONSTANTLY EVOLVING CLUBS Course of action 1. We will implement the Olympic Committee guality system in all club and referee activities in order to support the development of activities. 2. We will pay special attention to the recruitment, training and personal development of coaches, referees and others involved in the sport. 3. We will promote joint activities between junior, Liiga and Mestis clubs. 4. We will emphasize in our activities our board educational role beyond teaching sport specific skills and promoting general physical education. 5. We will be at the forefront to decrease inappropriate behavior. 6. We will assume an active role in developing cooperation between various stakeholders in sports community. Main objectives for the strategic period • Ice hockey clubs show top performance in the quality indicators for Finnish sport clubs set out by the Finnish Olympic Committee.

CONDITIONS: ENSURING CONDITIONS TO FOSTER SUCCESS AND GROWTH Course of action 1. We will ensure that knowing how to skate remains a basic civic skill in Finland. 2. Together with other ice sports, we will support cities, municipalities and private sector organizations to build new ice halls and artificial ice rinks. 3. We will support in particular the construction of new artificial ice rinks. 4. We will work towards free and low. cost ice time for kids and adolescents. 5. We will provide shooting pads and facilities for complementary training to all Liiga and Mestis ice halls, as well as to 25% of other ice halls. 6. We will support the trend to create energy efficient and environmentally friendly ice halls. Main objectives for the strategic period • Each year Finland gets 3 -5 new ice halls and 5 -7 new artificial ice rinks. Yearly 5 -7 of existing ice halls undergo modernization.
