INSTRUCTIONS: • Rly has prescribed the type, quality of explosives to be used and locations to store the explosives. • Qualified staff to be engaged & safe working practices to be employed. • In Major works, special instructions like duties of various staff , various activities to be executed to be drawn. 2. OBSEVANCE OF RULES : § Possession of explosives covered by license

CARRIAGE OF EXPLOSVIES : Railway officials should make themselves acquainted with the instructions contained in IRCA Red Tariff No. 16 ‘Rules and rates for the conveyance by rail of explosives and other dangerous goods. 4. Protection to Trains & Railway Property: § Blasting work within 100 m distance, it should be under block. § If blasting work will be carried out without block , the P. Way Inspector should ensure necessary protection to trains.

PRECAUTIONS TO BE OBSERVED DURING BLASTING: • The experienced watchman should kept with red flag for regulate of traffic and warn persons if blasting is carried out in the neighborhood of public or private bldg or road. • Before blasting all persons to be warned repeatedly by way of striking empty tin or siren except the persons to light fuses • Shallow bore holes are drilled and light charge used to avoid damage to close proximity structures. • No one to smoke within 10 m while carrying the explosives. • Bore hole are of such size that cartridges can easily pass down them. 6. PRECAUTIONS TO BE TAKEN DURING MISFIRE: § If charge has apparently misfired, immediately warn all present and see that no person is allowed to go near it for an hour § Examine the hole and mark a red cross over it § To see that a shot that has missed fire is not bored or picked out: that no further charge is introduced into the hole § To make sure that there is only key to the exploder and that this is in his pocket when he has to leave the exploder.

These shall be disposed off or destroyed as per the approved methods. • Explosives, caps, boxes, liners or materials used in packing of explosives shall not be left lying around in places to which children or unauthorized persons or live stock can have access. • Paper or fibrous material employed in packing explosives shall not be put to any subsequent use. 8. DESTRUCTION OF EXPLOSIVE: § Destruction of explosives in all cases should be supervised by ADEN. § Black powder should be thrown into water, preferably hot water, which dissolves out the saltpetre and renders the explosive harmless.

GRP: This forms a part of State Police and is responsible for the maintenance of law and order and policing on the Railways. B. Local police : They are responsible for law and order in the areas other than those coming under the jurisdiction of the Railway police C. RPF: RPF has been conferred with powers under the Railway Property Act 1966 to arrest, search, inquire and prosecute offenders of unlawful possession of Railway property. 2. Cognizable Offences § The offenses demanding immediate intimation to the GRP by Engineering staff are termed as ” Cognizable Offences”

(Sec 145) Ø Obstructing Railway Servant in his duty (Sec 146) Ø Trespass and refusal to deist from trespass(Sec 147) Ø Maliciously wrecking or attempting to wreck a train( Sec 150) Ø Damage to or destruction of Railway Property(Sec 151) Ø Defacing public notices (Sec 166) Ø Endangering safety of any person travelling upon the railway by disobeying any rule negligent act (Sec 175) When complaint has been made to the GRP in respect of these offences, working up of the case rests with the police. 3. Non Cognizable Offences: The offences in which police are not liable to take action, including effecting arrests, without specific orders from a Magistrate. §

Lodging Complaints: § Officers & Senior subordinates should prefer complaints to the GRP whenever a cognizable offence comes to their notice or when non cognizable offence may lead to danger to railway property, trains and passengers. § In serious cases the DEN/AEN should follow up with a complaint. § When lodging an FIR for theft with GRP, it should be clearly indicated that the same is for “stolen property”. This FIR empowers GRP to start investigation. •

ACTION BY RAILWAY STAFF IN CASES OF ATTEMPPTED SABOTAGE: v Whenever any offence under sections 150 & 151 of the IRA 1989 is detected, the senior most Railway Official present may direct the Police Officer or Policemen present or, Railway servant to arrest the offender. v In every case detailed report should made to the appropriate. 7. Court summons served on the staff shall be promptly obeyed. The Controlling officer shall make necessary relief arrangements timely in such cases. 8. Prevention of Trespass: Trespass notice boards should be erected and maintained properly at necessary locations. This Board should indicate the consequences of trespass.

The body may be left in charge of a Trackman/Gateman or villager. The following particulars to be prepared by guard/driver Ø Position of the body on the line Ø Blood stains on track, ballast or engine, extent of injuries and whether seemingly inflicted by a train or otherwise. A report shall be made by SE to the nearest SM and AEN in every case. D. In case of such incidents occur in station yards the SM will take requisite action.
