Introduction • On the basis of the recommendations of the ‘Round Table on human resources and civil service’, held on the sidelines of the third UAE Government Summit in February 2015, the Federal Authority for Government Human Resources (FAHR) seeks in today’s session, titled ‘Solutions to improve the productivity of human resources and quality of public services’, to fulfil its vision through reviewing the most prominent global trends in human capital, particularly in the Middle East. That would help governments in the region to pursue the development priorities agreed upon during the aforementioned Round Table at the previous year’s Government Summit. 2

FAHR accomplishments according to the Round Table recommendations: FAHR has enhanced its strategic partnerships

FAHR accomplishments according to the Round Table recommendations: FAHR has enhanced its strategic partnerships with international organizations with regard to HR in public and private sectors. Its aim is to support the region by adding value to the process of improving HR productivity and efficiency, and upgrading the services provided. Among its achievements thus far are: • First: Strategic partnerships FAHR has utilised its strategic partnerships with international organizations and institutions in the HR space, both in public and private sectors (e. g. SHRM, CIPD, COTI, BCG, AHRI, IPMA), in order to develop strategies and solutions related to civil service and human resources. 4

• Second: Study and research As per the Round Table panel recommendations, FAHR developed a research and study plan in the field of human resources, details of which are as follows: Time frame Related discussions Productivity Change Managemen t Smart Services Dedication Employment 2015 2016 2017 2018 2019 Suggested studies (Each study took 6 to 9 months of preparations) Comparative study on solutions for improving productivity indicators, comparing countries with a high population density with labor importing countries Study on technological solutions and models to improve productivity and quality of services Study on outsourcing models or reconstruction in the public sector that serves productivity indicators without negatively affecting the cost Study on reforming labor market policies and closing the gap in wages, work hours, work environment etc between the public and private sectors Study on the transformation from quantitative to qualitative employment in the public sector Study on HR enablement that supports the government’s strategic orientations Study on HR/ civil service legislations that affect both the public and private sectors (legislation, rotations, scope, measurements of legislation etc) Study on types of incentives and compensation in the public and private sectors Study on the future trends in the competencies required for the public sector and similar organisations Study on the apps system integration to serve the government’s aspirations FAHR conducted a research study on productivity in the Federal Government in 2015 5

Areas of discussion for today’s panel: ‘Solutions to increase productivity of HR and quality of services in the public sector’ With reference to the HR study undertaken by FAHR, we will review the results of that research, discussed and shared with the countries in this region and across the world. That will be done through the presentation of two papers dealing with the following themes: 1. Productivity: Study on solutions for improving productivity indicators that compares countries with high population density with labor importing countries 2. Smart services need smart competencies: Study on models of technological solutions to improve productivity and quality of services 7
