Background • Agreement: • RSRP(s) can be measured from the IDLE mode RS. – One RSRP value is measured from the IDLE mode RS per SS block. • FFS: UE measures one RSRP value from multiple SS blocks in an SS burst set – The measured values are referred to “SS-block-RSRP” • It is RAN 1’s understanding that “SS-block-RSRP” may correspond to the “beam quality” in RAN 2 agreements in multi-beam case, at least in IDLE mode. • RSRP(s) can be measured from the additional RS for CONNECTED mobility if such additional RS are defined (note that this is not yet agreed in RAN 1) – FFS: How to derive RSRP value(s) utilizing the antenna ports and resource(s) of the RS – FFS: Association of the measured qualities in CONNECTED mode to the “beam quality” in RAN 2 agreement in CONNECTED mode • Note: It is up to RAN 2 how to derive cell-level quality from the measured value(s) for L 3 mobility

Background • Agreements: • At least NR secondary synchronization signal (NR-SSS) is used for DL based RRM measurement for L 3 mobility in IDLE mode – FFS in IDLE mode potentially additional use of DM-RS for PBCH (if defined) for measurement – FFS whether or not the NR-SSS alone will satisfy the requirements for RRM measurement • Agreements: • For CONNECTED mode RRM measurement for L 3 mobility, CSI-RS can be used, in addition to IDLE mode RS – Note that RAN 1 will consider configuration overhead and possible inter-g. NB signaling overhead – Detection of neighbor cell for measurement is based on NR-SS

Background • RAN 2 Agreements on NR mobility 1. 2. 3. An RRC_CONNECTED UE should be able to perform RRM measurements on always on IDLE RS (e. g. synchronization signal). An RRC_CONNECTED UEs should be able to perform RRM measurements on additional RS (e. g. CSI-RS, MRS, etc. ). Network should be able to configure RRM measurements via dedicated signalling to be performed on additional RS and/or IDLE RS • Above agreements 2 and 3 are based on the assumption that RAN 1 will define additional RS or connected mobility purposes which is not yet concluded in RAN 1.

Proposal • Clarify previous RAN 1 agreements on the RSRP definition for DL RRM measurements for L 3 mobility as follows – Define SS block RSRP and CSI-RS RSRP as • SS block RSRP : measured RSRP from SSS – FFS additional use of PBCH-DMRS for measurement if DMRS for PBCH is defined • CSI-RS RSRP : measured RSRP from CSI-RS – FFS whether periodic or aperiodic CSI-RS is used for RRM measurement in connected mode • Note that both RSRPs correspond to beam level RSRP – Cell quality for L 3 mobility is derived based on the SS block RSRP and details are up to RAN 2 • FFS if cell quality can be derived from CSI-RS RSRP measurements
