The Defense Procurement Reform Act of 1984 & Public Law 98 -525 Mandated procedures for developing, to the maximum extent practical, a centralized system to identify the repository within the Department of Defense (Do. D) responsible for technical data relating to an item and the extent of data on file in the repository with respect to that item.

The Do. D's Centralized Indexing Authority Ø Directs the Customer to the Desired Repository Faster ØThe MEDALS program supports over 60, 000 queries per month Ø Saves the Repositories Time, Money, and Resources

WHAT THE MEDALS PROGRAM “IS” Ø A tool for the repositories in assisting users

WHAT THE MEDALS PROGRAM “IS” Ø A tool for the repositories in assisting users in locating digital images/technical data Ø Using MEDALS first alleviates the necessity of the repository to field queries regarding the availability of digital images/technical data Ø A way to reduce infrastructure within a repository: saving time, money, & resources Ø The MEDALS program is always available Ø Globally accessible Ø DLIS staffs a 24/7 customer support center Ø The MEDALS PMO available during business hours for customer support

WHAT THE MEDALS PROGRAM IS “NOT” Ø A repository of digital images Ø Digital

WHAT THE MEDALS PROGRAM IS “NOT” Ø A repository of digital images Ø Digital images/ technical data are the sole responsibility of the repository Ø A pass through or portal to bypass access and security protocols for digital images/technical data maintained by a repository Ø The repository is responsible for the access and permissions to their digital images/technical data Ø The MEDALS program will not violate intellectual Property or Proprietary Data Ø The owner of the data indexed Ø The MEDALS program is a steward of the repositories indexed data

MEDALS & EIA-859 Ø Where does MEDALS fit with in DM and EIA-859 Ø Contemporary Data Management Model ØThe MEDALS program is a mechanism for first discovery ØThe MEDALS program is available as a tool for customers to verify location prior to repository access. It’s the first step in the process of determining if a repository is maintaining specific data

MEDALS & EIA-859 Ø Principle: Identify Data Products and Views so That Their Requirements

MEDALS & EIA-859 Ø Principle: Identify Data Products and Views so That Their Requirements and Attributes can be Controlled Ø “Data is of value to the enterprise when it can be located or accessed by users. Metadata, or data about data, is essential for data managers and others to identify, catalog, store, search for, locate, and retrieve data” ØMEDALS is the fundamental nature of this concept

VISION STATEMENT RATIONALE Ø Industry does not have the equivalent to the MEDALS program, where these data assets would be indexed in one place. The result is that industry must redundantly develop a MEDALS-like series of systems, which may not be compatible or interoperable. Ø These systems can consume valuable resources and are not available to users across the same industry enterprise or globally, as are the MEDALS data products, in one indexing system and location. Ø Industry would leverage the MEDALS program and use it as a first discovery mechanism. This would be doing the USG and industry who are consumers of this data a great service by making the associated non-proprietary Metadata available in MEDALS.
