Studies, Analysis & Innovation Division Definition: Provides operations research, analytic support, studies management, enterprise performance analysis and enterprise readiness analysis. Blends the understanding of military operations with the application of advanced scientific methods and modeling techniques. Provides enterprise trend analysis and rapid response analytic studies. Noteworthy Data: • Military Equipment (ME) stratification tool that produces a total fulfillment plan for weapon systems • Produced a study on the Impact of Deferred Depot Level Maintenance graphically depicting the trade space between cost and readiness • Developed Care of Supplies in Stores model • Innovation • • • DC I&L Innovation Challenge Additive Manufacturing Augment Reality Customers: • MARCORLOGCOM Headquarters, subordinate Commands, HQMC, MARFORSYSCOM, OPFORS, other government agencies Logistics Solutions for the Warfighter 4

Enterprise Lifecycle Management Program • Depot Maintenance - Most comprehensive level of maintenance available

Enterprise Lifecycle Management Program • Depot Maintenance - Most comprehensive level of maintenance available for Military Equipment (ME). - Major repair, rebuild, or complete overhaul - Refreshes equipment to a like new condition (0 miles/0 hours) • ELMP - Plans, coordinates, and executes requirements determination, budgeting, and equipment returns - Ensures requirements/returns are aligned with operational requirements for ground weapon systems Logistics Solutions for the Warfighter 5

Price and Performance Model (PPM) Purpose: Uses optimization to produce a quantitative basis for : – Identifies optimal candidates for depot maintenance – Aids in the development of Program Objective Memorandum (POM) budget submissions $700 $600 $400 $300 Requirements $200 Budget Control $100 Logistics Solutions for the Warfighter FY 2022 Fiscal Year FY 2021 FY 2020 FY 2019 $0 FY 2018 – ME Stratification (ME STRAT) – Level sets assets across the enterprise IOT identify gaps/requirements – Dimension Reduction and Clustering Model (DRACM) – Provides warfighting values based on designated attributes – Repair Optimization Materiel Evaluator (ROME) – Optimization model that provides a recommended depot maintenance solution $500 FY 2017 Process consists of 3 primary components Dollars (Mil) • Total Repair Budget Requirements Vs. Actual Budget By FY FY 2016 • 6

ME STRAT • Displays logistics data in a manner that relates assets to requirements

ME STRAT • Displays logistics data in a manner that relates assets to requirements in a specific priority/time sequence throughout the Future Years Defense Plan (FYDP). • MESTRAT is responsible for extracting and accumulating data from authoritative sources located in the Master Data Repository (MDR) in order to display sourcing options taking into account: - Priority -Budget - Asset condition - Location of the ground equipment • This process produces a validated sourcing plan in order to meet operational requirements in the current resource constrained environment. DRACM • Provides a mathematical basis for generating “War Fighting Values” (WFV) that ultimately

DRACM • Provides a mathematical basis for generating “War Fighting Values” (WFV) that ultimately feed ROME • The WFV represents a measure of “importance to be repaired” based on: - Marine Corps Bulletin 3000 (Binary) - Mission Essential (Binary) - Longevity of the item (Real 0 to 1) - Density (Real 0 to 1) - Readiness rating (Real 0 to 1) Example Result: Logistics Solutions for the Warfighter 8

ROME • Uses output from PEI Strat and DRACM and employs a mixed integer

ROME • Uses output from PEI Strat and DRACM and employs a mixed integer program to optimize available fiscal resources and provide recommended depot maintenance funding options. Repairable equipment evaluations consider: • • Budget constraints Cost of repair Priority to the Marine Corps (“WFV” input from DRACM) Future procurement plans Unserviceable returns plan USMC target readiness Current not-ready-for-issue and ready-for-issue in stores PPM PEI Strat DRACM ROME • Result: provides an optimal readiness repair plan for given budget constraints • Quantitative and defendable recommendation to achieve the most readiness across all equipment given facility and budget constraints Logistics Solutions for the Warfighter POM 9

Impact of Deferred Maintenance Study Discussion: As O&M budgets decrease, we defer depot-level maintenance

Impact of Deferred Maintenance Study Discussion: As O&M budgets decrease, we defer depot-level maintenance across many TAMCNs. As a result, fleet units must maintain ME for longer intervals until rebuild/IROAN. This analysis examines long term affects of deferring maintenance on future readiness of. Impact: • Provides insight into how readiness and repair costs are impacted as the average of the weapon systems increase. • Displays the tradeoff between cost and readiness Logistics Solutions for the Warfighter 10

Depot Maintenance Data • Analyzed cost estimates over a 5 -year period – Highlighted

Depot Maintenance Data • Analyzed cost estimates over a 5 -year period – Highlighted significant variation as well as a general lack of understanding of the end-to-end maintenance process • Pattern recognition: Statistical Process Control Charts Anomalous behavior Extreme anomalous behavior Logistics Solutions for the Warfighter 11

Way Ahead • NPS Theses – ROME discrete event simulation – Network Flow Analysis

Way Ahead • NPS Theses – ROME discrete event simulation – Network Flow Analysis to support complex job scheduling • Link disparate data systems – Develop code/process to combine OPFOR usage data with depot maintenance data IOT support better cost estimates • Improve parts forecasting – Current model limited to only 40 TAMCNs • Address data quality – Benford’s Law Logistics Solutions for the Warfighter 12
