General Update PURPOSE: To test the feasibility of using e-shipping documents in place of paper shipping documents once a company receives permission from TC to do so PROGRESS TO DATE • 2021 -12 -14 Three (3) rail carriers and two (2) road carriers participating in project. • Two studies conducted – one on emergency response needs and the other on International shipping document practices • Rail exercise in Cornwall Ontario NEXT STEPS • Road exercise in Alberta scheduled for September • Study on the readiness of Canada’s trucking industry to adopt e-shipping documents • Final report with recommendations 3
Findings from Emergency Response Needs Study • The study addressed: o the role and use of a shipping document for First Responders o problems encountered when using paper shipping documents and how they could be mitigated using an electronic equivalent o potential advantages and complications of using electronic shipping documents as an alternative o IT capabilities of First Responders to access information electronically 2021 -12 -14 4

Findings from Emergency Response Needs Study Results Overview of dangerous goods emergency response • Road incidents are the most common dangerous goods incidents responded to in the last five years (96. 6%) • Overall, in terms of responding to dangerous goods incidents, shipping documents are important for some, and critical for others • As shown in the chart, there are multiple critical sources of information for first responders 2021 -12 -14 What are the critical sources of information in an emergency response involving dangerous goods? 6
Findings from Emergency Response Needs Study Results Current use of the shipping document • Many identified the shipping document as containing more information than required • Including information on evacuation and safety perimeters could potentially increase safety • Paper documents are often destroyed in incident or not legible 2021 -12 -14 What are some issues that you have encountered when using the shipping document? 7
Findings from Emergency Response Needs Study Results Technological Capabilities • Emergency responders do not always have access to technology. • Accessibility in remote and rural areas can pose a challenge • Lack of network coverage for both cellular phone calls and data is the biggest concern 2021 -12 -14 8
Findings from Emergency Response Needs Study Results Would you support electronic shipping documents as a replacement of paper? • 39% do not have the necessary technology and 12% are unsure whether they have the ability to do so. • 31% do not support the use of electronic documents in place of paper and 25% are unsure at this time. • During interviews, there was support for electronic document as long as both paper and electronic documents are available. Would you support Transport Canada allowing businesses to provide e-shipping documents instead of paper shipping documents? 2021 -12 -14 9
Findings from Emergency Response Needs Study Conclusion • Overall, shipping document are an integral part of emergency response for first responders, although some smaller departments do not use it • While the shipping document is not missing information, emergency information could be easier to locate for first responders • Overall, most respondents have access to technology while attending the scene of an incident, except for some smaller departments • Consistent cellular network access and reliability present a major potential barrier for electronic shipping documents • A lack of cellular network consistency is the main reason respondents would like to keep both paper and electronic copies of the shipping document 2021 -12 -14 10
Next Steps • Consult with transport companies to help identify potential solutions • Conduct simulations with First Responders in Ontario, Quebec and Alberta for rail and road (spring and fall 2021) • Continue providing updates at CAFC meetings 2021 -12 -14 11
