General Update PURPOSE: To test the feasibility of using e-shipping documents in place of

Findings from Emergency Response Needs Study Results Would you support electronic shipping documents as a replacement of paper? • 39% do not have the necessary technology and 12% are unsure whether they have the ability to do so. • 31% do not support the use of electronic documents in place of paper and 25% are unsure at this time. • During interviews, there was support for electronic document as long as both paper and electronic documents are available. Would you support Transport Canada allowing businesses to provide e-shipping documents instead of paper shipping documents? 2021 -12 -14 9

Findings from Emergency Response Needs Study Conclusion • Overall, shipping document are an integral part of emergency response for first responders, although some smaller departments do not use it • While the shipping document is not missing information, emergency information could be easier to locate for first responders • Overall, most respondents have access to technology while attending the scene of an incident, except for some smaller departments • Consistent cellular network access and reliability present a major potential barrier for electronic shipping documents • A lack of cellular network consistency is the main reason respondents would like to keep both paper and electronic copies of the shipping document 2021 -12 -14 10
