Bishops- Were responsible for governing Christians in their area of control. They also perform the rituals that allowed a man to become a priest. Bishops would often be advisors to kings and nobles in their country.

They are responsible for helping the people of their community and making sure that all Christians were following the Pope & Bishops orders

Pope Innocent III vs. King Philip Augustus. Pope uses interdict to force the King to not get divorced from his wife by having all priests in France refuse to perform Church rituals for the people of France until the King agreed to do what the Pope wanted.
