San Joaquin County Citizens for Constitutional Redistricting Our Approach • Need to end 10 years of severe gerrymandering • Focused on proposed districts for San Joaquin County • Recognize districts must fit into statewide map • Drew test districts for surrounding options to ensure “fit” with equal population, Voting Rights, City/County integrity, and other Commission criteria 3

San Joaquin County Citizens for Constitutional Redistricting Assembly • Allows two ADs completely in Sacramento County, plus portions of two more (including A 2). • Coastal region: Contra Costa is “bridge” to Central Valley. No other counties split from Santa Barbara County to Oregon. • Latino voting strength in AD 17 increases and the district can be more compact with territory only in Merced and Stanislaus counties. AD 17 loses ‘neck’ into San Joaquin County. • Remainder of Stanislaus combines with Amador / Calaveras / Tuolumne counties. • A 1 and A 2 combine into one “nested” Senate district. • Moving A 2 out of Sacramento County would require splitting Pittsburg. 4

San Joaquin County Citizens for Constitutional Redistricting Congress • Allows two ADs completely in Sacramento County, plus small portion of one more. • Coastal region: Contra Costa is again “bridge” to Central Valley. No other counties split from San Luis Obispo County to Oregon. • Stanislaus is also unsplit, as it is combined in a district with Mono to Amador counties. No “Stockton Finger” is needed. • Another district is made by combining Merced County, southwestern Madera County, and south Fresno (city & county). Latino voting strength in this district increases notably. • Current CD 20 is much more compact (and keeps Kings Co. ) and increases Latino voting strength. 6
