ORGANISATIONAL SET ‐UP OF THE SANGATHAN v Kendriya Vidyalaya Sangathan was registered as a Society under the Societies Registration Act (XXI of 1860) on 15 th December, 1965. v The Sangathan administers the scheme of Kendriya Vidyalayas formulated by the Government of India in the Ministry of Human Resource Development. v It has a three tier management structure with Headquarters at New Delhi, Regional Offices to manage a cluster of schools and Kendriya Vidyalayas spread all over the country and abroad.

VIDYALAYA MANAGEMENT COMMITTEE (VMC) v The Sangathan shall constitute a Vidyalaya Management Committee (VMC)

VIDYALAYA MANAGEMENT COMMITTEE (VMC) v The Sangathan shall constitute a Vidyalaya Management Committee (VMC) for every Vidyalaya for its general supervision and day to day management, in accordance with the rules approved and directions issued from time to time. v Total Number of VMC members : 14 (including Principal and one teacher representative) v The first VMC for any KV shall be constituted by the KVS(HQ). v Tenure of VMC : 3 years (after completion of tenure VMC should be renewed by the approval of the Deputy Commissioner)

Report on Probationers v As per terms and conditions of appointment, all employees will be on probation for a period of two years which may be extended to three years by the appointing authority. For this purpose, two special reports on probationers, one on completion of 11 months of service and other on completion of 22 months of service, shall be forwarded by the Principal to the Deputy Commissioner. ANNUAL TRANSFER - 2018 KEY POINTS OF ANNUAL TRANSFER FOR NEWLY RECRUITEED TEACHERS Ø An employee appointed on the basis of zonal system, on initial appointment, is normally barred from applying for request transfer for a period of 03 (three) years in terms of appointment order. Ø Those employees who are appointed on direct recruitment in KVS and their spouses are working in KVS or other departments/organization of govt. of India or state governments , may seek their request transfer to their choice places during annual transfer on the basis of posting of their spouse. Ø Transfer on request are carried out on the basis of “Transfer Count” which is summarized below: Ø SPS : +2 for each completed year as on 30. 06. 2018 Ø APAR (Annual performance appraisal report) : +2 for outstanding grading for last two year. Ø Award Wining employees : +6 / +4 / +2 Ø KVS spouse : +50 Ø Spouse if working in Defence /Central Armed Police Force: +40 Ø Spouse if working in Govt. Sector : +20 Ø LTR/DFP/MDG/Widow/Single Parent : +50 Ø Completion of Tenure in Hard/Very Hard Station : +55/+60 Ø Physically challenged employee : +60 Ø Women employee : +6 Ø Member of Association : +25

FORWARDING OF APPLICATION FOR POSTS ELSEWHERE Ø The staff should be discouraged from applying to outside posts, specially during the period of their probation. After completion of probation, application may be forwarded Ø All temporary employees shall have to resign from the Sangathan, if selected for the post applied for. An undertaking to the effect that they will resign from the Sangathan in the event of their selection to the post applied for shall be taken from them at the time of forwarding their applications. Ø The Principal of a Kendriya Vidyalaya would be competent to forward two applications of an employee per academic year except of the Vice‐Principal. PERMISSION TO TEACHERS TO APPEAR AT HIGHER EXMINATION Ø There shall be no objection to any of the teachers employed in a Vidyalaya appearing at some higher examination privately, provided that such pursuit of higher studies is not prejudicial to the discharge of his duties and responsibilities in the Vidyalaya. Ø Such permission shall be granted in the case of teachers other than the Vice‐Principal by the principal, subject to the condition that the number of teachers in a particular grade so permitted, does not at any time exceed the limit of 10% of the strength in that grade. If the Principal in any case feels that permission to more than 10% of the teachers in any grade is necessary on human or public considerations, prior approval of the Deputy Commissioner shall be obtained before the teachers concerned are granted
