NPP – FY 2020 Draft LDRD Presentation • Project Description: Develop a power efficient water treatment that can remove PFASs, 1, 4 Dioxane, pathogens and pharmaceuticals from the water at unprecedented rate, by essentially in-water plasma blow torch generation, which no existing technique can do. In-water vortex stabilized arc setup for demonstrating water purification. Free-standing steady state vortex stabilized plasma arc in atmosphere extended from a plasma window 3

NPP – FY 2020 Draft LDRD Presentation Expected Results: • Development of an in-water vortex stabilized water plasma device that will demonstrate effectiveness for removal of PFASs and 1, 4 Dioxane from tap, BNL well water and SCWA water sources. • The device is unique in that it has the capability of deactivating all pathogens, degrading all pharmaceuticals as well as all other chemical contaminates, at a reasonable power and cost. • The device can be scaled up to a prototype water and wastewater treatment reactor. Milestones: • Design with input from BNL and fabricate by PVI a scaled-up water vortex device and establish water vortex with large “tornado eye” and water free argon bubble; fabricate (at BNL) moveable cathodes; start initial operation of water vortex stabilized steady state discharge for debugging the electrical discharge system. To be completed by May 31, 2020. • Move and setup water vortex stabilized discharge device at BNL. Complete safety review! Commence device operation. Complete design of test facility to include insertion and retraction of (PFAS & 1, 4 Dioxane) sample holders as well as ports for UV diagnostics. To be completed by September 30, 2020. • Treat and optimize treatment rate of combined PFASs and 1, 4 Dioxane contaminated BNL and SCWA wells; and, optimize germicidal UV emission. Aim is to reach EPA advisory of 70 ng/L for the combined concentrations of PFOS and PFOA and 1 µg/L of 1, 4 -dioxane, which NYS is currently considering establishing. American Water, DOW, and Applied Materials can be expected 2) DOE Stewardship of Accelerator Technologies for Energy and Environmental Applications, since it will facilitate enhanced e-beam propagation 3) Recent solicitations from both DOE & NSF to establish mid-size facilities utilizing low temperature plasma facilities $6 M to $20 M range • Proposed work is exploratory research designed to address a looming environmental problem, for which future accelerator technology can be applicable. • Total Effort (FTE) • Scientific: 1 FTE (shared by AH, DP, and TS at no cost to the LDRD) • Post Doc: 1 FTE (Post-doc labor or equivalent; SCWA will likely test water samples for free) • Other: first year 0. 6; second and third years 0. 1 each 5
