Identify relevant stakeholders List of stakeholders identified: The technical and political team of the city authority The technical and political team of the neighbouring local governments that constitute the greater metropolitan area Ministry of Lands, Housing and Urban development Ministry of Works and Transport Ministry of Local Government Uganda National Roads authority Civil society groups in transport sector Development partners in transport sector The General Public/Urban poor residents The area is generally mixed up interms of the different age groups and gender. However interms of gender, the urban poor constitute the majority of the city dwellers and heavily rely on public transport and walking for their trips. The poor residents of the city shall be impacted on by such developments while the different civil society organizations in the transport sector have already expressed an interest in sustainable urban mobility. The city authorities and its partner agencies are taking the same direction as well. The different communities and public transport operators have also been engaged over such developments. Its been also recommended to proactively engage with the present operators of public transport in the city as well as the general public.

Reflect and post to the forum… Directions: Once you have filled in the first two slides, take a moment to reflect on the process you’ve just carried out. • Which hard-to-reach groups have you identified among your list of key actors and stakeholders? What about the attitudes of various stakeholder groups towards sustainable urban mobility - who are the potential 'local champions' who could promote the SUMP, and the potential 'veto players' who could derail the project? Under the prevailing challenges, everyone seems to appreciate the concept of sustainable urban mobility planning. The political heads especially the city mayor can be good champions in addition to gathering the required political support. Apart from the present public transport operators if not well engaged, there is no any considerable threat of project derailing from any actor • What communication strategies might you use to reach these stakeholders and gain their participation?
