This provides a businesses a single point of contact. • This is accompanied by the Spaces for People Project, a range of temporary measures to provide space for physical distancing while COVID-19 restrictions remain, including widened footways, temporary strategic cycling routes and additional public space. BUSINESS P. 2 Retail, Creative, Culture, and Hospitality Sector Support P. 3 Break Event Business Grant and Patient Capital Programme Speak to Chambers of Commerce re communications • David Mac. Leod at DRAM will liaise with partners on behalf of Chamber of Commerce in future marketing campaigns and communication with the business community Liaise with Scottish Enterprise regarding recovery fund • SE are working on the Hotel Recovery Fund. SE’s grant focus has been on the Early Stage Growth Challenge Fund which has now closed but was sector agnostic. Find detail of UK Government Creative Sector Scheme • UK Government’s scheme appears only to be applicable in England; A. 1 Support for Entrepreneurs To provide support for entrepreneurs including financial support in the form of compensation as well as free or reduced cost 1 services.

Re-Shaping our Shopping / Commercial Centres P. 7 Opportunities from Vacant and Derelict Land Bring together study into ‘the future high street’ - using existing city centre studies Analyse data on changes in business space – NDR, planning applications, property price data • The new City Centre Strategy 2020 -25 (due to be approved end 2020/early 2021) has a proposed Retail Strategy action which would have reviewed the future of city centre retail and looked at how we move towards a more mixed-use centre. This could be expanded to cover all key sectors in the city centre, undertaking a comprehensive review of property/investment trends across those key sectors, economic analysis and forecasting, some comparative city analysis, review of Planning policy/direction of the City Plan 3 in this regard, and some stakeholder engagement. • The scope would be developed in partnership with Glasgow Chamber of Commerce, Planning Services, Economic Development and other key stakeholders. Housing This could be a fairly large piece of work that will require consultancy support. The output from this work will be firstly improved understanding of the market direction, where opportunities, risks and constraints lie, where Covid has accelerated existing trends (online shopping, WFH), before a comprehensive plan and key actions for the commercial districts (the city centre learning will flow out to town centres) are developed, built upon a strong evidence base, and supported by key stakeholders through their involvement in the process. Bring forward all existing plans on vacant and derelict land including data on constraints and opportunities to identify quick wins • • In addition to the continued release of land for social housing, there are opportunities for local food growing and re-wilding of vacant land within the context of the council’s overall plans in response to the Climate Emergency. The 2020/21 programme aims to deliver a variety of positive outcomes, including improved infrastructure at sites with economic potential, increased and enhanced park and greenspace, and support for local food growing initiatives. The current Strategic Housing Investment Plan (SHIP) outlines a £ 500 m investment programme to deliver over 8, 000 high quality sustainable and affordable homes for Glaswegians Glasgow City Council is preparing the Strategic Housing Investment Plan

PLACE P. 9 Green Infrastructure Programme To continue to develop plans and technology for a renewable heating network that supports the future needs of our residents • Work is also underway to develop more heat pump based systems, moving heat networks towards more renewable sources of heat. • The Council is also about to start working with external experts to develop its Net-Zero plan, • The University of Strathclyde is commencing work on developing a plan for a carbon neutral Glasgow Innovation Zone, which will also look into building out heat networks. A. 2 Innovation Corridor To accelerate innovation district specialisation including land identified for test beds, pilots and demonstrators. A. 3 City Centre Taskforce To work with other cities and Scottish Government directly to ensure maximum benefit is achieved. Green Recovery Job Development Programme P. 12 Regional Skills Planning and Delivery To identify who and how it will target people and businesses to support • GCC is reviewing its Glasgow Guarantee Scheme to consider how it can be adapted to support economic recovery To work with RSLs to identify the scale of the programme and alternative funding mechanisms • GCC is working with GPEG partners to consider how to progress and promote To look at skills provision / gaps • GCR is working with SDS to develop a regional programme Define the scope for an emergency workforce skills programme • Skills Development Scotland is convening partners from the City Region, colleges and others to gather full insight on the emerging employment crisis and plan a comprehensive skills plan that responds to the emergency Define scope for engagement on short term skills training conversion programmes • The Scottish Government published its responses to both the Advisory Group on Economic Recovery and the Enterprise and Skills Strategic Board this week, confirming support for Youth Guarantee, upskilling and reskilling, enhanced redundancy support and a Transition Training Fund. SFC published guidance on flexible use of credits to colleges yesterday. Discussions continue with DWP on any potential flexibilities within Kick Start. • The plan will respond to the priorities identified in the Glasgow City Region Economic Recovery Plan. Identify digital innovations developed during lockdown. • Ongoing Work with the City and private sector to accelerate roll out of digital infrastructure in Glasgow and City Region. • Glasgow continues to work with all private investors to attract interest with both proactive industry engagement and significant process streamlining activity to support cost-efficient deployment (and thereby making Glasgow a relatively more attractive investment area). • Glasgow has already committed to sharing all lessons learned and collateral (process maps, good practice etc) on a National level

We will work with the Scottish Government and partners to identify resources to expand the network of tech clubs and other mechanisms. • GCC is working to identify and share both COVID innovation as well as good practice amongst SMES, working with local partners and the wider business community. • GCC is working with contacts to gather the information and assess how best to communicate (noting that these institutions will likely have existing fora). • Glasgow Digital Economy produced a fully referenced research report and club database for Glasgow City (commissioned by SDS). Further funding is needed to progress the recommendations and expand the scope to cover the City Region. A. 6 Smart Cities Lead To clarify Glasgow’s strategy and aspirations, understand all the related initiatives delivered and underway and how to build on these and continually enhance the coherence, efficiency and quality of city operations to ensure resilience and sustainability of services to citizens and businesses.
