Abstract
Introduction • implement the use of Zipcars at the Coast Guard Academy • allow 1/c and 2/c cadets to become members of the Zipcar company and rent the allotted vehicles for hour-long periods of time throughout the week and during the weekend • potential uses include clubs with off-base practice locations such as golf, rugby, and surfing, community service events, division dinners, and liberty hours
Why This Change is Needed: • better the overall cadet experience while at the Academy • enhance the transportation system broaden the horizon of what cadets are able to do and experience • allows 2/c the opportunity to prove their responsibility • allows cadets the opportunity to participate in a program that is more environment friendly

Implementation Plan 1. figuring out the logistics: • expenses, resources, liability, and insurance 2. presenting our findings on the intended change in order to receive approval 3. working directly with all parties involved • Zipcar Company, Commandant of Cadets —CAPT Fitzgerald, Cadet Financial Office assistant—Mr. Noel Filipinas, and Echo Company Officer—LCDR Felger 4. overseeing the program and making necessary adjustments 5. evaluating the success of the program
