DISCLAIMERS! Physical Distancing is often referred to as Social Distancing. Delivering social services, even when done remotely, removes the physical presence, but not the highly social work YTP does. This information is current as of April 1 st, 2020. The COVID-19 pandemic is constantly evolving, and so are relevant information and directives. This call will be recorded and available at the YTP Website later.

VR Guidance and Information COVID-19 and VR Operations Update (March 18, 2020) • VR Offices remain operational (whenever possible)! • All meetings and events scheduled in our offices are being changed to either phone or virtual (online) meetings. • All off-site appointments are being changed to phone or virtual (online) meetings. • All new in-person application appointments or in-person orientations are suspended until the Executive Order is lifted or upon further notice. • Although all VR offices are closed to visitors, we will provide services remotely. • VR follows the U. S. Centers for Disease Control and Prevention (CDC) and Oregon Health Authority physical distancing and infection prevention guidelines

VR Guidance and Information COVID-19 and VR Operations Update (March 18, 2020) VR branches are took these immediate actions on March 20, 2020: • Changing meetings and any events scheduled in our branches to either phone or virtual meetings. • Changing off-site appointments to phone or virtual. • Suspending new intakes or in-person orientations until further notice. • In the rare instance where an in-person meeting is the only way to accomplish a necessary task, our staff will ensure that social distancing measures are in place.

ODE Guidance and Information How We Got To This Moment • Let’s consider the shifts over the course of just the last two weeks (one of them spring break) for our children, families, and educators: • On March 12 th we learned that our children would lose seven school days. • On March 17 th we learned that our children would miss over a month of school. • Today we know there is a very real potential that our students, like in many other states, may not return to school this academic year.

ODE Guidance and Information Governor Brown’s “Stay Home, Save Lives” We also foresee the strong possibility that our students may not come back through our school house doors this academic year. This calls for a shift from providing supplementary education to a formidable effort to provide Distance Learning for All.

ODE Guidance and Information Distance Learning for All • Our schools will be working to meet issues head-on at the same time they are beginning to deliver Distance Learning for All. • The effort carries its challenges, through them we will center on equity. • Our school house doors were open to every single student in our state, and as we shift to Distance Learning for All we must ensure our education services are accessible to every student in our state. • We will do all we can to meet the needs and strengths of students with disabilities, emerging bilingual students, talented and gifted students, and students navigating poverty and houselessness.

Local SD Operations • Follow the direction given to you by your School District (SD) or Educational Service District (ESD) • Do what you can and what is allowable • Your actions may have legal implications – think before you act! • Protect your employment status • Prevent liabilities for your SD and for yourself Don’t let your good intentions get into the way of yourself!

YTP Teams • Administrators should do their best to follow the directives they are

YTP Teams • Administrators should do their best to follow the directives they are given from higher authorities (e. g. governor’s executive orders, superintendent’s directions) and assign staff to appropriately. • VR Counselors should follow the directions from VR Branch Managers. • Teachers and YTP Transition Specialists should follow the directions received from their supervisors.

For YTP Administrators • We understand that you are very busy at this time don’t forget about your role of leadership to your YTP and help your team members in providing services to their students. • Provide guidance to your YTP team members in accordance to the instructions or directions you have received. • Be clear and frequent in your communication about changed or changing expectations. • Connect with your YTP Technical Assistance Provider if you need help or guidance.

Working Remotely during Physical Distancing • Stay in frequent and ongoing communication with your students, families, employers and business partners. • Make use of social media, phone, text messages, video conferencing (Skype, ZOOM, Face. Time, Whats. App, Google Hangouts, etc. ). • Maintain regular communication to receive progress updates or assist students continuing employment. • Check in about mental health of YTP students, provide resources and reassurances as appropriate.
