A role for youth councils, related to empowerment and the expected built environment transformations WHY THE YOUTH COUNCILS? The potential of youth councils (2478 municipalities; approx. 200 YC existing) MAIN FORMS OF ACTIVITIES OF YOUTH COUNCILS: 1. Consultations, opinions for decision makers 2. Deficits of citizen democracy and chances for local sustainability agendas § The youth council

Deficits of citizen democracy and chances for local sustainability agendas § The youth council practically non-existent; so a group of activists formed an inter-school group for eco-development § Lack of habit of group-work; so individuals took on the roles of leaders (older and younger) § Passivity of teachers, parents, self-governments, state administration, transmitted to children and youth; but some young people (20% +) start to demand changes more radically Download full paper at www. cesb. cz/19/8888 1381

Vision (participatory) 2. Know-how (human capital) 3. Material resources (estimated and spent in a meaningful and optimized way) And not the other way around! Richard Buckminster Fuller on democracy The procedure we are pursuing is that of true democracy. Semi-democracy accepts the dictatorship of a majority in establishing its arbitrary, ergo, unnatural, laws. True democracy discovers by patient experiment and unanimous acknowledgement what the laws of nature or universe may be for the physical support and metaphysical satisfaction of the human intellect's function in the Universe. („Operating Manual For Spaceship Earth”, 1969)
