The HCSS governance and programme structure will ensure the planning and delivery of the strategy The purpose of the HCSS programme governance and engagement structure is to ensure the implementation of the hospital strategy, to translate the strategy into a hospital design brief for the hospital architects and secure the input of staff and service users in this design. Much of the transformation required by the strategy is aligned with the COVID phase two transformation and therefore much of the planning and implementation is already underway, being led at a Trust level through the COVOG and COVEG groups and at an operational level by existing structures within the hospital divisions. The HCSS programme will fulfill the following functions: • Set out the requirements for the delivery of the HCSS i. e. what needs to be delivered by when and what are the interdependencies with system transformation plans • Translate the strategy and plans with healthcare planners into a design brief for hospital architects and design team • Identify the existing planning work ongoing, the forum that is leading this planning, how is this connected with system planning, and what is the timeline for delivery • Test existing planning work against the requirements in the HCSS, identifying misalignment and gaps • Take action to address misalignment and gaps through existing planning forums • Identify interdependencies across the different plans 2

HCSS Working group: Workforce transformation Frequency: Monthly Duration: 1 hour Chair: Trust Dir. of People Strategy Location: WXH Purpose: • Oversee the implementation plan for the workforce enablers for the HCSS Responsibilities: Identify the workforce requirements of the clinical strategy, plans and service models for the new hospital Identify existing operational plans for workforce transformation and ensure existing plans are aligned to the HCSS Ensure that the job roles created provide fulfilling career paths and take into account the health and wellbeing needs of staff Direct the development/ amendment of plans where they do not align with the HCSS Ensure plans developed remain consistent with the HCSS, Integrated Care Strategy, National Criteria and with the statutory duties of the commissioning organisations Ensure measures to determine the successful delivery of improved outcomes are built into transformation plans and a robust reporting mechanism implemented alongside the service transformation plans Agree operational policies and service requirements for the new hospital Advise the HCSS Steering Group of any clinical, financial, reputational or other risks and associated mitigations in the development and implementation of plans Inputs: Updates from the Strategy Delivery team, Waltham Forest Integrated Care Strategy, BHR strategy documents (transformation boards) Outputs: Monthly report to HCSS implementation group on work stream progress, minutes and actions Authority: • Reporting into: HCSS Steering group • Linked groups: Finance and activity steering group; Hospital design group Membership: • Trust Director of People Strategy (Chair) o Aurea Jones • HCSS Workforce lead o Simon Steward • Trust Workforce rep o Felicity Found • Clinical leadership o Rina Davison o Fiona Taylor • HCSS Delivery team member o Hannah King • Other members o Chris Pinch, Nursing work force lead WX o Andrew Vince o Dee Kara In attendance/to be invited: • Healthcare planners • Others for items, by invitation Quorum: Two thirds of membership To.
