www. earthobservations. org www. gfoi. org Country experience • Operational scenario must play to strengths and reflect capacities • Stamp-collecting countries by GFOI is not an option • Each country must be well tended and supported on its journey SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
www. earthobservations. org www. gfoi. org Procedure for non-core data requests Element 1 is the baseline Data needs assessment support – driven by baseline and core data streams – must be commercially neutral but pragmatic Financing mechanism a major opportunity but some risk SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
www. earthobservations. org www. gfoi. org GFOI Space Data Services Element 2 of the CEOS GFOI Strategy S Ward SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
www. earthobservations. org www. gfoi. org CEOS Data Strategy for GFOI • Element 1: A baseline, coordinated global data acquisition strategy involving a number of ‘core data streams’ that can be used free-of-charge for GFOI purposes. This will involve systematic and sustained wall-to-wall acquisitions of forested areas globally • Element 2: A coordinated strategy for national data acquisitions • Element 3: Data supply in support of the FCT activities, including in support of: the science studies assisting the development and evolution of the GEO-branded methods and protocol documents for GFOI SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
www. earthobservations. org www. gfoi. org Element 2 • Global baseline is a statement of capability • Element 2 requires national needs of individual governments to be explored and coverage to be guaranteed in detail • Take account of readiness and existing activities – strategy may be modified if readiness not confirmed • Engagement of relevant institutions in-country • Establish supply channels and arrangements • Practical data coverage strategy and detailed plan for the immediate year ahead • Identify role for non-core data streams, engage suppliers SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
www. earthobservations. org www. gfoi. org Element 2 strategy paper • SIT 28 -7: SDCG to develop Element 2 of the CEOS Data Strategy for GFOI and to work drafts with relevant data stream providers to support future endorsement by SIT for implementation [SIT-29, Apr 2014] • SDCG Exec have worked a draft (now v 0 -3) paper as the basis for characterisation and agreement of Element 2 • Using GFOI Space Data Services (for countries) as preferred terminology SDCG-4, Caltech, CA, USA 4 th-6 th September 2013

www. earthobservations. org www. gfoi. org Methods and Guidance Reference (MGR) • For use: – in developing national forest monitoring systems consistent with UNFCCC decisions – In capacity building by the UN and other organisations – to facilitate liaison between relevant agencies. • Intended to be accessible both to policy and technical audiences. • SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
www. earthobservations. org www. gfoi. org Methods and Guidance Reference (MGR) • The other main GFOI deliverable besides space data • Should application of the MGR be a (carefully managed) condition of space data supply under the GFOI framework? • We need an integrated approach to delivering these deliverables to GFOI participating countries? – Country engagement strategy should reflect this DISCUSS SDCG-4, Caltech, CA, USA 4 th-6 th September 2013
