Writing Measurable Objectives Ø The Strategic Plan (SP) and Comprehensive Development Plan (CDP) establish the need for each Title III Activity Ø Each objective must address and answer a need addressed in the SP and/or CDP TCS-Prince Teal

Ø The baseline data should be established during the year before the writing of the application Ø The baseline data must be attached to the need and goals outlined in STP/CDP section of the application.
