3. RUSSIA WITHDRAWS- Russian Communists (BOLSEHVIKS) overthrow the government in 1917 (Russian Revolution). Russia signs a peace treaty with Germany (NOW A ONE-FRONT WAR). 4. U. S. President Woodrow Wilson does not want to get involved and wants to stay neutral. U. S. Enters WWI (April of 1917) and gets involved- Why?

S. for help once it becomes a one-front war. 2. ***UNRESTRICTED SUBMARINE WARFARE- German policy of using submarines (U-boats) to sink any ship on the Atlantic, military or not, neutral or not. Tried to break the BIRITISH BLOCKADE which stopped all ships so Germany would not get supplies. Germany sinks several ships with Americans aboard including the LUSITANIA a British passenger liner -1200 killed including 124 Americans.

Germany promises to get all the territory back previously lost to the U. S. once the central powers win. Telegram is intercepted by British CRYPTOGRAPHERS who decoded the message and warn the U. S.
