THE END OF THE COLD WAR
COLD WAR THAWS…. AND THEN HEATS UP • A lot of information on the following slides… • Only write down the title of each slide and the information that is bolded and underlined.
BREZHNEV 1964 -1982 • Adopted repressive measures at home & in Satellites • • • Initiated Détente with the US • • Brezhnev Doctrine Crushed any attempts by satellites to break away from the USSR A cooling down of tensions between East & West SALT I & II- 1972, 1979 • Strategic Arms Limitation Treaties
SALT I • Began in 1969 – signed 1972 • Ran for 5 years • Limited the number of ICBM’s (intercontinental ballistic missiles) • Both sides allowed to use satellite to check the other wasn’t breaking that agreement
HOW SUCCESSFUL WAS DÉTENTE? • 1969 – Nixon is President • He wanted better relations with USSR & China • 1972 – Nixon visited Moscow (1 st time USA/USSR met since 1945) • 1974 – Brezhnev visited Washington • 1972 – East & West Germany – agreed to recognize each others borders
HOW SUCCESSFUL WAS DÉTENTE? • Developed trade links with USA & USSR (US sold cheap wheat to USSR) • 1971 – USA allowed China to join the United Nations & US ping pong team visited China (ping pong diplomacy) • 1972 – Nixon visited China • July 1975 US & Soviet astronauts docked their space crafts together
HOW SUCCESSFUL WAS DÉTENTE? • 1977 – New US President – Jimmy Carter, attempted new arms reductions = SALT II • Détente worked in the 1970’s……. until • 1979 – Detente was over – The Soviets invaded Afghanistan.
RONALD REAGAN’S PRESIDENCY • Jan 1981 • Tough anti Communist – called the USSR an ‘Evil Empire’
END OF DÉTENTE • Reagan increased defense spending & developed new weapons 1981 =$178 billion • 1986 = $367 billion • • New weapon: Cruise Missile – 464 were placed in Western Europe • Neutron Bomb •
STRATEGIC DEFENCE INITIATIVE (SDI) • SDI – started in 1983 Nicknamed ‘star wars’ • Aim – prevent Soviet nuclear weapons hitting the USA • Satellites would create a laser shield in space – terrified the USSR • • 1982 – began START talks (Strategic Arms Reduction Talks)
1980 S: PROBLEMS IN THE USSR 1. Spending too much money on the Arms Race & Afghanistan 2. Soviet industry was lazy & inefficient 3. No incentives for hard work in communist system 4. Few products to buy & quality was terrible 5. No freedom of speech & no democratic elections 6. Gorbachev has to face these problems

MIKHAIL GORBACHEV 1985 -91 • Drastically reformed the Soviet government & failing economy • Withdrew Soviet Troops from Afghanistan & eastern Europe • Encouraged Glasnost (openness) Ended censorship & encouraged free flow of ideas • Allowed open criticism of the government •
PERESTROIKA • Movement towards a free market economy (Capitalism) • Democracy begins • Voters could choose candidates for office
RESULTS OF GORBACHEV’S REFORMS • Many people imprisoned for disagreeing with the USSR were released • People were allowed to buy & sell for profit – for the first time in 60 years • Similar to Lenin's NEP & Deng’s 4 modernizations • Hard line Communists were horrified – said Gorbachev was stirring up trouble • Once he allowed freedom of speech – the media & people openly said they wanted to get rid of Communism (esp. In Eastern Europe)
COLLAPSE OF THE SOVIET UNION • In 1989, democratic revolutions swept through the Eastern European satellite states • Gorbachev did not use the Soviet military to stop these revolutions • Nov 1989, the Berlin Wall came down
COLLAPSE OF THE SOVIET UNION • In 1990, the Soviet states of Estonia, Latvia, Lithuania declared independence from the Soviet Union • In 1991, the Soviet Union broke apart & 15 new nations were formed • The break-up of the Soviet Union in 1991 marked the end of the Cold War
§ 1991 - Communist hardliners attempt to overthrow Gorbachev §Attempts failed but Gorbachev resigns

CONTEXT: SOVIET INVASION OF AFGHANISTAN • In the early Cold War, Afghanistan was an independent nation, despite bordering the Soviet Union. • In the early 1970 s, Afghanistan had a Communist government • In the late 1970 s, people began acting out against the communist government, killing thousands. The victims included many Soviets who were advising in the country. • During the Cold War, the USSR was always looking for ways to be more influential than the United States.
SOVIET MOTIVES FOR INVADING AFGHANISTAN 1. • 2. Support Communism Given the context of the Cold War the Soviet Union wanted to support and prop up a communist government in Afghanistan Access and Control Over Trade Routes Crossroads between India, Pakistan, Iran & Turkey • Gets the Soviet Union just a few hundred miles from the Indian Ocean •
SOVIET MOTIVES FOR INVADING AFGHANISTAN 3. Concern about anti- government uprising The Soviet Union was worried about rebels who were working against the Communist government they wanted to support. • Soviets were concerned that the anti. Communist action would spread to neighboring countries. • 4. Increase its Global Strength • The USSR wanted to show the United States and the rest of the world its status as a superpower. They also wanted to make sure the United States did not gain influence in Afghanistan.
AFGHANISTAN’S RESPONSE TO SOVIET INVASION • Mujahedeen (soldier of god) fighters organized in Afghanistan to fight the Soviet Union & promote Islam • US armed and trained them…. went on to become Al Qaeda
