A. Main results of the EU funded project in Viet Nam (cont. ) 1. Title of project: “EU-ASIA institutional cooperation and multinational dialogues on enabling the meaningful participation of Cambodia, Laos and Viet Nam in the CDM” funded under the EU-ASIA pro-Eco programme (European Commission) 2. Project duration: 24 months (August 2004 -August 2006) 3. Total budget allocated for Viet Nam in this project: 68, 351 euro 4. Project partners 4. 1. European partners: - Hamburg Institute of International Economics (HWWA), Germany - Foundation Joint Implementation Network (JIN), The Netherlands
A. Main results of the EU funded project in Viet Nam (cont. ) HWWA and JIN are responsible for providing mainly expertise and coordinating the project. Besides, HWWA and JIN provide the main co-finance of the project 4. 2. Local partners: - International Cooperation Department (ICD), Ministry of Natural Resources and Environment, Viet Nam (MONRE) ICD of MONRE is responsible for coordinating and implementing project activities in Viet Nam; collaborating with other partners to organize and host regional training courses, meetings; contacting local mass media to propagate information regarding the project and its results to public

Objectives of the project in Viet Nam − Strengthening the institutional capacities of government authorities of Viet Nam regarding CDM cooperation; − Promoting the participation of private sector entities in CDM projects; − Fertilizing a smooth, effective cooperation among public and private partners through national studies, a series of working conferences within the country and dialogues with EU partners.

The training workshop on making projects CDM viable: Technical issues for project developers was held in Ha Noi, Viet Nam, 28 -29 April 2005 + Participants: - - From Vietnamese side: 92 representatives, governmental officials, policymakers, experts, scientists, researchers, managers, project developers, stakeholders from concerned ministries, agencies, organizations including private sector, NGOs From international side: 5 representatives from Laos, 2 from HWWA and 1 from JIN + 21 presentations and lectures were introduced at the workshop

The training workshop on making projects CDM viable: pre-feasibility studies of project ideas was organized in Ha Noi, Viet Nam, 21 -24 September 2005 + Participants: - From Vietnamese side: 105 people - From international side: 4 people from Cambodia, 2 from HWWA and 2 from JIN + 22 presentations and lectures were reported at the workshop + Field trip to Nam Son landfill (Soc Son district, Ha Noi) and Thai Nguyen Steel Corporation (Thai Nguyen province)

The CDM investment Forum on making projects CDM viable in Cambodia, Laos and Viet Nam was held in Ho Chi Minh City, Viet Nam, 19 -21 April 2006 + Participants: - From Vietnamese side: 76 people - From international side: 11 people from Cambodia, 9 from Laos, 2 from HWWA, 1 from JIN and 37 investors, project developers, CERs buyers from companies, financial organizations + 24 presentations and lectures were reported at the workshop + Field trip to Xa Bang rubber factory in Ba Ria-Vung Tau province

Anaerobic wastewater treatment and energy recovery project at Xa Bang Rubber Factory under Ba Ria Rubber Company, Ba Ria-Vung Tau province + Purpose of this project is to recover methane gas, which is a GHG, as a renewable energy, and electricity generation - Introducing “closed-tank type anaerobic digesting system” - Introducing “biogas treating and power generating system” + Project participants: - Nippon Mining Research and Technology Co. , Ltd - Viet Nam General Rubber Corporation (GERUCO) - Ba Ria Rubber Company - Pan Pacific Environment Corporation (COCOMO)

Current PDDs in Viet Nam (cont. ) + Location: Ba Ria-Vung Tau province, about 125 km away from Ho Chi Minh City + Starting date: April 2007 + Expected operational lifetime: 10 years + Expected investment: 900, 000 USD + Expected results: - Reducing GHG emission (CH 4 emission from present anaerobic lagoon system and CO 2 emission from the electricity grid) - Reducing the use of fossil fuel consumption by using collected methane gas as renewable energy - Stabilization and improvement of the treated water by lowering chemical oxygen demand concentration - Avoiding to spread strong odor hydrogen sulfide and ammonia - Reduction of cost of purchasing electricity from the grid + Emission reduction potential: 90, 250 t. CO 2 e for the credit period (10 years)

Model Coconut biodiesel development project + Objectives: - Reducing CO 2 emission by altering petroleum diesel fuel partly with biodiesel fuel made from coconut which widely grown in the coastal rural areas - Reducing need of foreign exchange to import fuel + Technology: Trans-esterification process + Project developer: Sojitz Corporation of Japan + Location: Binh Dinh province + Starting date: 2008 + Project lifetime: 15 years + Estimated CO 2 reduction: 614, 700 t. CO 2 e
D. Latest CDM activities in Viet Nam 1. MONRE was assigned by Vietnamese Government of Viet Nam as a National Focal Agency for taking part in and implementing the UNFCCC and KP 2. The ICD of MONRE was designated as DNA in Viet Nam 3. The Viet Nam Prime Minister issued a Directive No 35/2005/CT-TTg dated 17 October 2005 on the implementation of KP to the UNFCCC The activities for promoting CDM activities in Viet Nam in the next time are as follows: – Developing the plan on KP implementation for the period of 2006 - 2010, with specified priority fields in accordance with national socio-economic plan of Viet Nam for the period of 2006 - 2010; – Carrying out studies and forecasting the trade markets for "Certified Emission Reductions (CERs)";
D. Latest CDM activities in Viet Nam (cont. ) – Giving guidance to Agencies, organizations and enterprises, companies on developing CDM projects in Viet Nam; – Integrating CDM issues into activities to implement other environmental international conventions and commitments to which Viet Nam is a signatory or party; – Carrying out propaganda and public awareness raising on responsibilities and opportunities of the implementation of the KP and CDM projects; – Reviewing related legal documents and submitting to the competent authorities for supplementation modification with a view to promoting and facilitating the implementation of CDM activities in Viet Nam; – Developing project on "financial mechanism for CDM projects" stipulating incentives on tax, interest rate, government's credit subsidy for domestic and foreign organizations, investors, private enterprises who invest into CDM projects in Viet Nam;
D. Latest CDM activities in Viet Nam (cont. ) – Developing a plan on attracting domestic and foreign investment capital into CDM projects in the field of energy, industry, transportation, agriculture, forestry and waste management; – Integrating CDM implementing activities into national, sectoral, local development strategies and plans; – Considering and issuing the amendments, supplementation of policy to encourage the active participation of project developers, investors in the CDM activities; – Creating favorable conditions for Agencies, organizations, CDM project developers, investor, enterprises including private sector, NGOs to develop CDM projects in Viet Nam; – Improving capacity for DNA staff, CNECB members and several Departments of MARD, MOI, etc; – Strengthening cooperation between MONRE, DNA and concerned Ministries, Agencies, organizations, institutes, research centers; – Developing international cooperation.
E. Conclusions 1. CDM projects contribute to sustainable socioeconomic development, poverty reduction and environmental protection in Viet Nam 2. Viet Nam facilitates participation of foreign investors and welcome them to Viet Nam 3. Viet Nam has potential to joint the international CDM market 4. The above-mentioned project funded by EU helped Viet Nam to prepare by itself some CDM projects 5. The assistance from EU needs to be further enlarged and enhanced in the next period 6.
