Review: BHAGs from Board Retreat 1) Develop a visual of the workforce system that lays it out and identifies where agencies and others plug in. 2) Review and revise (if needed) the WIOA State Plan, considering COVID. 3) Support ~10, 000 DC residents connecting to jobs and opportunities. Ensure some of these are the 2, 300 families in supportive housing; help them reach a familysustaining wage 4) Ensure government partners are working together to engage with the business community to show viability: one message to employers. 5) Connect more residents to Healthcare jobs. 6) Give people with disabilities upward mobility and careers. 7) Set an audacious upskilling goal for residents. (i. e. , 25% increase in number of people moving from Levels I and II to higher wage/higher skillset)

Business & Board Engagement: Hiring Chairman’s Request: Meetings with DC Businesses to discuss: Phase III Immediate needs that we can meet based on available people in the workforce system Needs 3 -6 months away. We can meet with you, get your needs, and potentially adjust training to address your requirements Needs 6 months – 1 year. We can meet with you, understand your needs and ask you to assist with the development of the training. Subsequently, we will produce better resources to be hired based on your “soft” commitment. We will be asking leaders from the following organization to join (not inclusive of all) DC Chamber of Commerce Greater Washington Hispanic Chamber of Commerce Greater Washington Black Chamber of Commerce Other various associations

2021 WIC PRIORITIES – November Updates Priorities Status Solicit and Procure One Stop Operator Complete: Awarded November 2020 COVID-19 Response and Recovery In Progress: Current focus: Scaling hiring efforts; Worker Survey analysis; Violence reduction initiative Successful delivery of work by One Stop Operator In Progress: Focused on transition and onboarding new OSO WIOA State Plan (Implementation) In Progress: Will share work plans with Board for discussion at January Board meeting ETPL Process and Program Management In Progress: Need to finalize update to ETPL policy and reciprocity agreements Data Vault In Progress: Training complete; rolling out expanded use by partners Workforce Development System Expenditure Guide In Progress: Held project kick-off with partners in October 2020 Career Pathways Task Force In Progress: Will reconvene group to review COVID analysis and updated Career Pathways maps Establish healthcare intermediary and support healthcare training grants In Progress: Drafting for release of solicitation in November 20

COVID Recovery Priority Actions Nov Update I. Labor Market Analysis (Initiative #1) - Demand analyses, including LMI impact scenario analyses and general and sector specific analyses of key positions and skills affected—including an analysis of indemand skills transferability for rapid re-matching - Supply analyses, including public and private education and workforce training, and identification of potential national or regional virtual resources Completed survey of Impacted Workers II. Sector Strategy Development (Initiative #4) Launch Industry Tables: Healthcare and Hospitality (and potentially IT) - Identify sector champions and bring together employers and training providers to inform the above efforts and identify new sector opportunities (occupations or needs) for which we can begin developing solutions. Hiring Business Engagement team; Will release solicitation for healthcare partnership grant

Virtualize Services + Training Scale up Virtual Training: Prioritize Healthcare and IT - UDC-CC Workforce Development and Lifelong Learning - DOES Workforce Training Programs - Providers on the Eligible Training Provider List (and expand ETPL) - **As we sequence out, construction and transportation identified as additional, urgent areas - Includes focus on digital literacy and expanding access to technology, connectivity Updating ETPL Policy & Developing ETPL Reciprocity Agreement Focus on Connecting Disconnected Workers - Target workers from hospitality, tourism, and other highly-impacted sectors; many industries will not reopen at 100% and may not rehire some of the workforce until next year, if at all Scaling and planning for hiring fairs Ongoing
