Work Zone Safety Using Accelerated Bridge Construction ABC
Work Zone Safety Using Accelerated Bridge Construction (ABC) Rukhsana Lindsey, UDOT Presented by Jim Mc. Minimee Principal Engineer, Applied Research Associates
Utah § Small State • 2. 5 M people • $350 M Federal Program • DOT 1650 employees • Currently 6% unemployment statewide § Big Transportation Program • 250+ projects • $3+ B under construction
Our Need for Speed § Customer driven culture § Willing to take risks § Implement new technologies: • Accelerated Bridge Construction • Accelerate Pavement Construction • Diverging Diamond Interchanges § Increased partnerships
Department Themes § Accelerate Delivery § Decrease and Minimize Detours or Delays § Encourage Innovation that speeds project or provides value § Get a Good Price Balance of good price vs other themes
New Business Model • Societal Costs Minimized • Societal cost model includes safety costs • Lowest Construction Cost Project Cost • Public Praise • Political Capital Lowest
I-15 Design Build a Case Study in Project Acceleration § I-15 Design Build – SEP 14 • $1. 6 B Contract • 17 Miles, 130 Bridges, 7 Urban/3 Interstate Interchanges • 10 Year Maintenance Period § Drivers for Project • Public Support – 4 Years Instead of 9 Years • 2002 Winter Olympics § I – 15 Incentives • Quality, Project Management, MOT, Early Completion • Potential $50 M § Post Mortem User Cost Study Uof. U Dr Martin • USER COSTS SAVED > $500 M • Saved estimated 4400+ accidents over Traditional • 14 Lives Saved
What is ABC? § Innovative methods to decrease bridge construction time § Build elements offsite/outside traffic area § Transport to site and install rapidly
Benefits of ABC § Minimized traffic disruption – from months to days § Improved work zone safety – improved worker safety § Improved product quality – controlled environment, cure times, easier access, etc.
Innovative Technology • • • First implementation costs more Potential for new methods to cost less Promise of time savings Positive cost-benefit ratios Promise of cost savings

UDOT Research Study § Reviewing status of ABC Program § 161 ABC projects § Started with SPMT projects
Preliminary Results § 18 Accelerated Bridge Projects- SPMTs • Traffic impacts Closures and Detours of 2 -3 days • Channelizing work zones of usual durations • Zero crashes within work zone(!) • Bridge built away from traffic with better worker safety and productivity. • One statistical surprise – Slightly more accidents after construction over.
