The Uganda law calls for life imprisonment punishment for a person who commits aggravated FGM. But elders swear that the whole tribe would rather go to prison than abolish a custom they inherited from their ancestors.

The announcement follows a public outcry after a young girl died during the operation. A ban was introduced nearly 10 years ago but the practice continued to be allowed in exceptional circumstances. A health ministry spokesman said no member of the medical profession would be allowed to perform the operation in public or private establishments.

WOMEN’S UN REPORT NETWORK WUNRN® FEMALE CIRCUMCISION COULD CAUSE INFERTILITY - SWEDISH STUDY IN SUDAN Female circumcision, which is practiced in more than 30 countries and affects 2 million girls each year, could cause infertility. Swedish researchers, who examined nearly 300 women in Sudan where the practice is widespread, said on Friday women who had undergone circumcision, or female genital mutilation (FGM), were five to six times more likely to be infertile. "All sorts of female circumcision, not only the severe forms, probably cause an increased risk of infertility. This is a very important argument to be used in areas where this is practiced, " Dr Lars Almroth, a pediatrician and researcher at the Karolinska Institute in Stockholm, said in an interview. An estimated 135 million women and girls have been circumcised, according to the human rights group Amnesty International. The research, which is published in The Lancet medical journal, is the first clinical study to show it has the opposite effect. "We found that the more extensive form of genital mutilation, the higher the risk of primary infertility. The risk is very high -- 5 to 6 times higher -- than in the other group, " Dr. Almroth said referring to women who had not been not circumcised. By Author - Patricia Reaney

WOMEN’S UN REPORT NETWORK WUNRN® Know the Facts: What is Female Genital Mutilation (FGM)? FGM is a human rights violation, torture and an extreme form of violence and discrimination against girls and women. It is most often carried out on girls between infancy and age 15, though adult women are occasionally subjected to the procedure. FGM has no health benefits, only harm. FGM involves removing and damaging healthy and normal female genital tissue, thereby interfering with the natural functions of girls' and women's bodies. FGM is generally done without anaesthetic. It ranges from the partial or total removal of the clitoris (clitoridectomy), to the removal of the entire clitoris and the cutting of the labia minora (excision), to its most extreme form, the removal of all external genitalia and the stitching together of the two sides of the vulva (infibulation) – all for non-medical reasons. FGM can have detrimental lifelong health consequences including chronic infections; severe pain during urination, menstruation, sexual intercourse and childbirth; psychological trauma; and in some cases even death. It is estimated that more than 125 million girls and women globally have undergone FGM, and 30 million are at risk over the next decade. No one knows how many girls die each year from FGM. The practice is mostly carried out by traditional circumcisers, who often play other central roles in communities, such as attending childbirths. However, according to a 2010 World Health Organization study of existing data, the medicalization of FGM is increasing. More than 18% of all girls and women who have been subjected to FGM had the procedure performed on them by a health-care provider; in some countries the rate is as high as 74%.

Yet there have been no prosecutions against the practice. Some 500 to 2, 000 British schoolgirls will be genitally mutilated over the summer holidays. Some will be taken abroad, others will be "cut" or circumcised and sewn closed here in the UK by women already living here or who are flown in and brought to "cutting parties" for a few girls at a time in a cost-saving exercise.
