What is WIGOS? A framework for integrating WMO observing systems and contributions to co-sponsored observing systems … for planning, operating and delivering observations to meet user needs, to enable more efficient and effective service delivery. WIGOS includes observing components of: § Global Observing System (WWW/GOS) § Global Atmospheric Watch (GAW) § WMO Hydrological Observing Systems (WHOS) § Global Cryosphere Watch (GCW) Including § Surface-based and space-based components § WMO, co-sponsors and partners

What do we mean by interoperability? § Ability to access, combine or compare observations from one source or system with those from another § To achieve this, we need: • Metadata • Standards • Regulatory material § Interoperability is key to turning observations into effective data, products and services that meet real user needs
Observing Practices & Procedures § § Standards and recommendations for instruments and methods of observation; All aspects of observations & observing systems: • establishment and installation; • management and operation; • maintenance, inspection and supervision; • delivery and sharing of observations; • data and metadata management (pre-processing & processing, QC, monitoring, remedial actions, …) Data Quality: 'fit-for-purpose' ideal Documenting known quality is key.
WIGOS Framework § At its simplest, the WIGOS framework is about: • Documenting and implementing standard and recommended practices and procedures for making and sharing observations, • Coordination and collaboration for efficiency and effectiveness, • Integration and interoperability in all senses, • Timely delivery of observations that meet user needs in a way they can use them, • Empowering and extending the reach of NMHSs, reinforcing their leadership and building partnerships with contributors & users of observations, • Delivering value through sharing, management and use of observations

What does WIGOS mean at a National level? § Demonstrating national leadership in observations to meet national needs: • • § Compliance with WMO Technical Regs and WIGOS Manual § § As an opportunity, more than an obligation; Culture change and change management; • • § Best practice observations; Planning & designing networks and systems; Sustainability, maintenance & operation; Integration and interoperability; Observations Managers key to success for WIGOS Supported by Regional/Sub-regional collaboration WIGOS benefits will only be delivered through commitment at a national level

Plan for WIGOS Pre-operational Phase § § § Objective of the WIGOS Pre-operational Phase • To build on and strengthen the WIGOS framework to deliver a fully operational WIGOS in 2020; • To place increased emphasis on regional and national activities. Five priority areas: 1. National WIGOS implementation 2. Regional WIGOS Centers 3. WIGOS Information Resource 4. WIGOS Data Quality Monitoring System 5. WIGOS Regulatory and Guidance Material ICG-WIGOS to prepare draft PWPP for EC-68
Why a WIGOS Pre-operational Phase? § § § Staged approach – from WIGOS concept to framework to operational Enabling mechanisms for regional & national implementation • Tools, guidance, governance, capacity development Regulatory material guidance into use • Build culture of compliance Integrate observations from non-NMHS sources • Both a partnering and integration challenge Focus on data challenges • Lifecycle data management and extracting value Full operation is an ongoing task • Needs commitment, capability and resources at all levels

WIGOS Pre-operational Phase – the goal § § Goal is for all Members to be 'WIGOS Ready' by Cg 18 (2019) 'WIGOS Ready' means, as a minimum, for each Member: • WIGOS Metadata – implemented • WIGOS Station Identifiers – implemented • OSCAR – implemented • Data Quality Management – national process in place • Embracing all NMHS-operated observing systems • and willing partners Progressively integrating partner-systems Members supported by Regional WIGOS Centres/facilities
WIGOS Pre-operational Phase – the work plan § § Task Team met in Sept. to plan the pre-operational phase To achieve the 'WIGOS Ready' target, early priorities are: • High quality communications material, tailored for different audiences including PRs and Ministers, with Observations Managers of special importance; • Completion and implementation of OSCAR/Surface; • Implementing new Station IDs and WIGOS metadata; • Drafting technical guidance to complement the WIGOS Manual; • Progressive development of e-learning materials; and • Development of partnering and data management principles.

Summary § WIGOS Ready by Cg 18 • § But achieving full operation and compliance will be ongoing WIGOS Pre-operational Phase will: • • Build on strong foundation of Regulatory Material (Phase 1), WIGOS Metadata, WIR and other building blocks; Enable WMO to assist and guide Members, in context of all WMO priorities (DRR, GFCS, etc); Enable RAs to monitor data quality & availability, and evolve observing and service capacities within their region; Empower Members: • To be 'WIGOS Ready' • To design, evolve and sustain integrated observing systems that meet national needs; and • To reinforce their national mandate and leadership, through WIGOS, WIS and WMO compliance and opportunity.
