The Case for Impact-Based Forecasting An accurate and timely hydrometeorological warning does not guarantee safety of life or prevent major economic disruption… National Meteorological and Hydrological Services need to work more effectively with Disaster / Emergency Managers, as well as with the public and stakeholders, to help people understand how hazards can affect them to ensure appropriate actions.
