WMO GMAS, WMO Alert Hub, and the Filtered Alert Hub presented 13 March 2017 by Eliot Christian <Eliot. J. Christian@gmail. com> at the World Meteorological Organization Geneva, Switzerland 13 March, 2017 GMAS and the Filtered Alert Hub
CAP-enabled Alerting • • Internet news feeds and the CAP standard enable alerting to focus on any topic and at any scale (community, city, nation, region, worldwide) CAP alert feeds from many sources: only some are official, not all are public, not all are without charge CAP-enabled systems gather from selected sources, then filter alerts as needed for the particular purpose (e. g. , weather, floods, tsunami, public safety, disasters. . . ) Filtering acts like a search engine, but for CAP alerts 13 March, 2017 GMAS and the Filtered Alert Hub 2
Alert Hubs • • • Online publish/subscribe service aggregates CAP alerts for easy access, and pushes new alerts to subscribers Copies of cap alerts from alerting authorities are then disseminated broadly, at no extra cost to the authority Major Benefits, as a "cloud-based service": – Speed – Scale (performance, reliability, availability) – Redundancy – Security and Authenticity – Analytics 13 March, 2017 GMAS and the Filtered Alert Hub 3

WMO Context: WMO Alert Hub The WMO Alert Hub aggregates alerts across all feeds in the Register of Alerting Authorities 13 March, 2017 GMAS and the Filtered Alert Hub 6
Design of the Filtered Alert Hub Ø Free technology for CAP alerts filtered by location, language, and other criteria (e. g. , "official‑only") Ø Cloud-based: Highly Available, Reliable, Secure Ø To minimize delay, sources push a stream of alerts to the Hub, the Hub immediately pushes to subscribers 13 March, 2017 GMAS and the Filtered Alert Hub 7
Other CAP Alert Publishing Methods • Publish an alert by e-mail to source. ID@alert-hub. net • Upload a single CAP alert file already prepared • Use this online form to create a new CAP alert 13 March, 2017 GMAS and the Filtered Alert Hub 8

Filtered Alert Hub is Part of the NOAA Big Data Project Ø Collaborative project with working prototype now Ø Several partners at present (others are welcome): Open Commons Consortium, Amazon Web Services, IBM and The Weather Company, WMO Hong Kong Observatory, Honeycomb Networks Ø Core components are Free Open Source Software 13 March, 2017 GMAS and the Filtered Alert Hub 13
GMAS as a CAP Alert Hub Ø Meteo. Alarm aggregates CAP alert feeds across Europe; GMAS would offer the same service globally Ø Given GMAS as a global-scale CAP Alert Hub, the WMO Alert Hub can be seen as a GMAS pilot Ø Components of GMAS, and any other CAP-enabled systems at other scales or for other purposes are welcome to use and/or extend and make operational the Filtered Alert Hub technology 13 March, 2017 GMAS and the Filtered Alert Hub 14
