Practical steps for UWWTD integration into WISE: § § § Reporting guidelines, tables&formats launched in 2007 (Q 2007) and will be the same for reporting in 2009 Technical IT- arrangements for reporting exercise: § History: § Technical format for reporting / end-user tool in 2007 was as a stand-alone tool § 2006 tool was tested and 2007 -2008 used for UWWTD reporting exercise Q 2007; § QA/QC technical procedures partly were embedded into the tool, and partly done by manual exercise by the contractor (feedback to MS in a manual way – email, tel) § Preparations to the reporting exercise in 2009: § 2008 tool was adapted to ensure compatibility with WISE (updated to generate XML and tested in 2009; XML schemas will be available in mid. June 2009 § 2009 tool and all remaining IT arrangements (XML, QA/QC checks) are compatible with WISE Common entry point = Report. WISE reporting arrangements Common for all EU water directives (WFD, BWD, Ni. D, DWD - implemented, UWWTD – was ready for agreement in October 2008) 1. Introduction 2. Roles and responsibilities of EU bodies § EEA central role as data centre for water; WISE operator; provision & operation of the WISE infrastructure § DG ENV compliance-reporting required under EU water legislation; chair committees, lead work-groups on elaboration of formats and electronic reporting tools for reporting; all questions on compliance reporting § JRC & Eurostat support to develop tools for compliance reporting incl. GIS tools & tools for data exchange; ensure consistency with Reportnet § WISE partners: Member States and other countries reporting to WISE Language regime § Submit reports electronically in national languages § Technical documentation - in English (at the development stage); multilingual issues very dependent on the budget availability § Advice for MSs to provide some summaries in English – to increase information accessibility for EU citizens 4

Access rights and management § Access rights to input data § Quality checking & quality control § Access rights for viewing & downloading data officially nominated persons to submit, update and validate the data on behalf of MSs; written nominations by UWWTD Committee members through Perm. Rep DG ENV/EEA will provide check and control of information after submission and will create EU-wide data sets (quality checked EU-wide Production database) all authorised data providers which are officially nominated have a right to upload the data into WISE; when data submission finalised the folder is released to the public, unless data provider has restricted the data dissemination Technical IT formats – templates and/or end-user tools § If there is a need EC will develop & provide desktop application tool for the data input to MSs; the tool with viewing features; tool is free-of charge; § In the future reporting may have other alternative methods on agreed formats to report (e. g. WISE as distributed node system) 5
WISE reporting arrangements 8. – 9. Confirmation of submission and notification § Draft submission => confirmation => release of the folder § Official confirmation letter of acceptance (Annex 2) to be used for notification of reported data to the EC 6

Backup arrangements § EEA ensure backup files of originally submitted files; all (metadata) the details of data provider reporter; INSPIRE rules to be respected § Backup storage – minimum 6 years of all the records; 11. Updating & validating of submissions § Data quality, accuracy and validation – is a duty of MSs; § EEA/EC [ETC-W] performs QA/QC process after submission and can ask MSs to update/correct reported data § MS right (voluntary) to update data at any point of time between reporting deadlines 12. Data policy - use of submitted data § Principle: to use within EU bodies for the purpose that they have been defined § Intension to minimise restrictions on publication of data and to make them available free of charge (in line with INSPIRE & Ch. 6. 3) § Special GIS data policy described in Annex 1 13. How to upload data via Reportnet? (Annex 3) § Nominate reporter – at least one per each MS (complete Annex 3 of WISE reporting arrangements) § Annex 3 => to EEA: § password to connect to Report. Net and § EEA creates account 10
