State VR Agency Accomplishments • VR Agencies are striving to meet WIOA reporting requirements. o Challenges include funding and capacity issues, understanding and training, turnover, data sharing, etc. • “Data” is becoming common language and a resource when VR is developing policies and procedures, training, internal controls, data validation, and program evaluation. • The WIOA Puzzle: Putting all the pieces together -- from WIOA Public Law to VR Regulations to Data to Counselors/Staff o Continues to be a challenge and necessary priority that VR agencies are determined to meet. • Increased understanding and partnership with WIOA Core Partners. 18
Recommendations • Review policies and procedures. o Time, understanding, and updates (e. g. , PD 19 -03) may require agencies to update practices that could already be out of date. • Keep moving forward: Continue learning and adapting. o In the next few years, more and more pieces of Section 116 will become reality, and agencies need to be prepared. • Increase partnerships with WIOA core programs. o Continue partnership in service delivery and alignment of core program requirements, where applicable, as a State Workforce Development System. • Analyze areas of strength and weakness. o Each agency is doing well in some areas and struggling in others. Share what you are proud of, and ask for help where you are struggling. 19
