Definitions • ‘Wider Outcomes’: ‘Plain vanilla’ housing contributions to ‘other than housing’ social goals (economic, education, health/care, sustainability) • ‘Wider Roles’: Broader service packages (encompassing employment, skills, education, well-being, inclusion and environmental purposes) for the purpose of helping to anchor communities

Wider Roles - Diverse Experiences • Scotland, England, in the vanguard • Canada, some experience • Australia, Norway, yet to engage • Demographic trends, pressures on public finance, redefinition of state roles in securing social well being, all point to the growing importance of community ‘anchor organisations’ • A common recognition is emerging of ineluctable community and business forces pointing towards greater emphasis on ‘more than market’ community service providers

• To date, funding has basically involved public expenditure plus internal resources, but: • Compelling evidence to back up perceptions is still needed (Ekos, NDC) • Even where recognised, wider outcomes and roles have not been pursued in a strategically coherent way
