Presentation Objective To provide City Council with an overview of a plan to improve safety and operations for the Whiteview Pkwy corridor.
Strategic Action Plan • Objective 1. 1: To enhance infrastructure in order to maintain quality neighborhoods and business districts • Objective 1. 2: To assess the need to expand infrastructure for sustainable growth – Strategy 1. 2. 2: Coordinate facility capacity upgrades to meet the City’s growth needs appropriately • Objective 5. 2: Enhance safety measures throughout the community – Strategy 5. 2. 2: Continue to enhance safety improvements at intersections and along roadways
Project Overview • Project Limits – Whiteview Pkwy from US 1 to Pritchard Dr. (3. 5 miles) • Analysis Variables – Intersection Delay – Crash Data – Volumes
Existing Conditions • Whiteview Pkwy from US 1 to White Mill Dr – Length – 0. 85 Miles – 120’ foot Right of Way – 4 lane Divided Roadway – 11 foot travel lanes – No paths or sidewalks – Single Family Residential Land Use
Existing Conditions • Whiteview Pkwy from White Mill Dr to Pritchard Dr – Length – 2. 65 Miles – 120 foot Right of Ways – Two 11 foot travel lanes – 12 foot path on the southside of the roadway – Single Family Residential Land Use

Future Conditions – No Build (No Improvements) • The following intersections will perform at an unacceptable LOS – Whiteview Pkwy at Ravenwood Drive (AM and PM)
Future Conditions – Build (Improvements) Future improvements provide the following benefits: • Comprehensive accommodations for all road users • Creates Additional Right of Way to provide for a path from US 1 to White Mill Drive • Improve safety on the corridor for motorists, pedestrians, and bicyclists • Improve Community Aesthetics
Future Improvements Locations Extension of Whiteview Path Intersection Improvements
• Provides a path along the Southside of the roadway
• Provides a path along the median.
• Eliminates 2 travel lanes • Provides a path along the southside of the road.
Recommendation • City Staff recommends Option C for the following reasons: – Creates a large buffer between pedestrians and vehicles – Allows for turn lanes to be installed – Creates a linear park – Improves community aesthetics – The least impact to drainage – Maintains an acceptable LOS in future years

Improvement Priorities 1. Install Pedestrian/Bicyclist Signage along the entire corridor 2. Ravenwood Drive Intersection - $325, 000 Est. 3. From US 1 to White Mill Drive - $1, 195, 000 Est. 4. Whippoorwill Drive Intersection - $240, 000 Est. 5. Princess Rose Drive Intersection - $120, 000 Est
