PURPOSE OF THE PRESENTATION To brief the Portfolio Committee on Public Service and Administration on filling of Heads of Department positions and compliance with the Policy of Heads of Department for the Performance Management Development System in the Mpumalanga Provincial Government. 3

HOD COMPLIANCE ON PMDS - CONTRACTING • Three of the five appointed HODs, namely

HOD COMPLIANCE ON PMDS - CONTRACTING • Three of the five appointed HODs, namely Community Safety, Security and Liaison (suspended), Human Settlements (suspended) and Health (extended sick leave) are currently having Acting HODs, and did not submit Performance Agreements online for the 2021/22 performance cycle. • The HOD for Culture, Sport and Recreation successfully submitted the PMDS HOD Online Performance Agreements for the 2021/22 performance cycle before 30 April 2021. The Office of the Premier is currently performing quality assurance on the submitted PA and the document will be submitted online before end of May 2021. • The HOD for Social Development did not manage to submit his Online Performance Agreements for the 2021/22 performance cycle before 30 April 2021. The Department is in the process of requesting for condonation as per the Directive on PMDS for HODs. 9

HOD COMPLIANCE ON PMDS - ASSESSMENTS • Five qualifying HODs were evaluated for the financial year 2018/2019 and the Executive Authority has approved the evaluation report. • With regard to the HODs evaluation for the financial year 2019/2020, the process is scheduled to be finalized according to the Policy of HODs for the PMDS. 10

SUMMARY 1. Recruitment and selection processess for four positions of HODs have been finalised.

SUMMARY 1. Recruitment and selection processess for four positions of HODs have been finalised. The process of filling these positions is awaiting approval of the Executive Council; viz. • Public Works, Roads and Transport; • Agriculture, Rural Development, Land Admin and Environmental Affairs, • Co-operative Governance and Traditional Affairs as well as • Education. It is envisaged that the appointments will be effected before the end of the first quarter of 2021/2022. The position of the Director-General was advertised in February 2021 and consideration of responses is underway. 3. Post of Head Official at Provincial Treasury will be finalised once an agreement between the EA and the recommended official is reached 4. Post of HOD Economic Develoment and Tourism will be advertised during the first quarter of 2021/22 11
