What’s at Stake? Anti-Federalist – Centinel #1 Federalist – Federalist #1

Centinel #1 • The author asks this question… ‘The essential liberties of the people are secured in the Pennsylvania Bill of Rights; are they secure under the proposed Constitution? ’ He suggests that “all the blessings of liberty and the dearest privileges of freemen are now at stake and dependent on your present conduct. ”

Centinel #1 • Beware, he adds, “the Convention presumes a balancing of three orders of society in three branches. Accordingly, following Adams, we do not need to attend to the virtue of the people. Furthermore, the plan encourages the exercise of extensive powers by the general government (general welfare clause/supremacy clause) over an extensive territory, which is a recipe not for a regular balanced government but for a permanent ARISTOCRACY. ”

Centinel #1 • Centinel concludes that the new Constitution does not include a bill of rights to ward off future crises & we are not currently in such crisis that we must adopt the Constitution right away.

Federalist #1 • Hamilton opened Federalist No. 1 by raising the choice that lay before New Yorkers and the American people as a whole. Opportunities for a people to choose their form of government had been rare throughout history, and it was remarkable that this important question should be left to the people to decide rather than to a select group of political leaders. If Americans failed to deliberate and choose well — if they squandered the opportunity that had fallen to them — they might prove once and for all that human beings must simply inherit bad forms of government by accident, or receive them at the hands of despots. Their decision, therefore, would affect not only themselves but all of mankind in the future.

Federalist #1 • Why is it critically important for Americans to ratify the Constitution? If Americans fail to choose well in the ratification process, what will they have proven to the world and their posterity?

Presentation – 5 pts. • Presentation is clear/concise – 5 pts. ; Presentation is somewhat clear/concise – 3 pts. ; Presentation is not clear/concise – 1 pt.
