Tom deploys either a dedicated or multi-tenant Hosted Desktop as a Service solution in his own datacenter. He licenses all Microsoftware under his SPLA agreement.
Instead of traditional CALs w/SA, Sue can also use Exchange Online USLs for License Mobility scenarios, as these include CAL equivalency rights. She does still also require Exchange Server Licenses with Software Assurance. If Tom is also a CSP partner, he could also be the partner from which Sue purchases the Exchange Online USLs.
