What is ČAD? Registered association (founded in 2016) Inspiration: Asociácia doktorandov Slovenska (Ph. D association of Slovakia) Reason for creation: longterm bad conditions of Ph. D studies in Czech Republic § Scholarship levels stagnated until 2018 on the same levels as in 2008 (4 k – 13 k Kč/měs) § Les than 50 % succes rate of Ph. D studies, only 10% finish in standart time (3 – 4 let)

Inspiraiton – the Slovakia case § Slovakia: 10 000 Ph. D students (full-time 5500) X SR 2 x less inhabitants and 5 x less Ph. D students… § Standard length of study: 3 years (medicine, veterinary studies 4) § § Ph. D Student has the student status until 30 years of age (meaning one looses 26+ benefits only when travelling abroad) § § over 3 year the student pays tuition fees; maximum lengths of study 5 years, then the need to reapply again for a Ph. D program after 30 years of age only distance learning– tuition fee 1500 eur per year (40 k Kč) Scholarship: 545 euros (14 k Kč) until passing of the dissertation examination, then 636 euros (17 k Kč) § § § Some banks view scholarships as income – helps with negotiation of a mortgage By law failed Ph. D students should return their scholarships (mostly forgiven by universities) We are waiting on data concerning the effect of flat raise of scholarships on the success rate of studies Standardization of study rules: Accreditations of universities define Ph. D student obligations (amount of teaching, number of supervised Bc. thesis etc. ) more detailed than in the Czech Republic In Slovakia Ph. D students are in the trade unions agenda

KREDO Survey 2014 2/3 of Ph. D students také part in research aktivity that is not directly connected to their dissertation thesis 44 % of Ph. D students teach beyond their obligations and in such a case pedagogial activity is remunerated in 62 % of of Ph. D students.

D unions

Considering the need for structured doctoral programs and the need for transparent supervision and assessment, we note that the normal workload of the third cycle in most countries would correspond to 3 -4 years full time. “ § The European Charter for Researchers, The Code of Conduct for the Recruitment of Researchers (EC 2005) „Recognition of the profession: All researchers engaged in a research career should be recognized as professionals and be treated accordingly. This should commence at the beginning of their careers, namely at postgraduate level, and should include all levels, regardless of their classification at national level (e. g. employee, postgraduate student, doctoral candidate, postdoctoral fellow, civil servants). “
