Community Development Plan Section A, Page 28 Ø All LCDBG grantees are required to develop a CD Plan, Exhibit A-29. Ø The plan must be submitted to the Office of Community Development for final review. Ø The plan must cover the three-year period of the grant; it is suggested that grantees use the date of the Authorization to Incur Costs letter for the beginning date.
Developing Your Plan Ø The Community Development Plan can be found on page 142 of the 2019 Grantee Handbook. Instructions are on pages 144 -146. § Font 12, single-spacing recommended, and no borders. Ø Describe and address ALL known community needs, not merely those to be addressed using LCDBG funds. § For example, if the community has high unemployment, discuss the need to search for funding for ED projects through EPA, etc. § If the community has ample local forest resources, discuss the need to secure labor intensive industries that rely on those resources.
Common Deficiencies Section A, Page 29 Ø Failure to identify any population group(s) with high unemployment in Sect. 2 -D, “Economic Development Needs. ” § Or, failure to state that there are no identifiable population groups. Ø Failure to match strategies mentioned in Sect. 4 with needs mentioned in Sect. 2. Ø Failure to explain strategies as they relate to the following: § Objectives, activities, timing, monetary amounts, & other funding sources. Ø Failure to follow the general outline found in Exhibit A-29.
