WHAT IS A COMMUNITY DEVELOPMENT PLAN?
Ø Ø Ø All LCDBG grantees are required to develop a CD Plan, Exhibit A-29 The plan must be submitted to the Office of Community Development for final review The plan must cover the three-year period of the grant; it is suggested that grantees use the date of the Authorization to Incur Costs letter for the beginning date
Instructions are identified on pages 144 -146 Ø § Font 12, single-spacing recommended, and no borders The plan includes the community’s needs and its planned strategies to address those needs Address ALL known community needs, not merely those to be addressed using LCDBG funds Ø Ø § § For example, if the community has high unemployment, discuss the need to search for funding for ED projects through EPA, Fm. HA, etc. If the community has ample local forest resources, discuss the need to secure labor intensive industries that rely on those resources
Failure to identify any population group(s) with high unemployment in Sect. 2 -D, “Economic Development Needs” 1. § Failure to match strategies mentioned in Sect. 4 with needs mentioned in Sect. 2 Failure to explain strategies as they relate to: 2. 3. § 4. Or, failure to state that there are no identifiable population groups Objectives, activities, timing, monetary amounts, & other funding sources Failure to follow the general outline found in Exhibit A-29
