The Advancement Scheme There are four basic steps in Boy Scout Advancement and they apply to all six ranks. These are: PREPARATION… The Scout Learns! EXAMINATION… The Scout is Tested! REVIEW… The Scout Reviewed! AWARD… The Scout is Recognized!

PREPARATION… The Scout Learns! Step 1. The Boy Learns (Preparation) The boy learns Scouting skills by taking an active hands-on part in Crew and Outfit Meetings and the outdoor programs. This learning is the natural outcome of his regular Scouting activities as in learning how to tie a square knot or how to treat for shock and transport the injured during Crew Meetings.

EXAMINATION… The Scout is Tested! Step 2. The Boy Is Tested (Examination) When his leaders see that he has mastered a given skill and has satisfied a given requirement, they tell him so and record his achievement. This testing is done through observation made as the boy participates in the activities and not by means of a threatening written test or interview. Rather, the testing is based on how the boy performed in a knot tying relay or the gadgets he was able to put up when the Outfit or the Crew went camping.

REVIEW… The Scout Reviewed! Step 3. The Boy Is Reviewed (Review) When a Scout completes all requirements for a rank, he appears before a Board of Review composed of members of the Troop Committee. Their purpose is not to retest the boy but to make sure he has met all the requirements, to chat with him about how he feels he is getting along with the Troop and Scouting, and of course to encourage him to keep advancing.

AWARD… The Scout is Recognized! Step 4. The Boy is Recognized (Award) When a Scout is certified by the Board of Review, he is awarded a new badge of rank the soonest time possible in a ceremony in the next Outfit Meeting. He should be recognized again in the Troops next Court of Honor.

THE BADGE SYSTEM • Earning Merit Badges will enable scouts to determine the natural ability they have in specific fields of competencies. • All along their Merit Badge work, scouts experience earning Merit Badges in special fields of endeavor among which they may decide to start a hobby that they will continue ail their life.

MERIT BADGE COUNSELLING 1. Scout applies for the Merit Badge. 2. Troop Leader Contacts the MB Counselor. 3. 1 st Meeting – MBC briefs the scout, tells what he needs to prepare to meet the requirements

MERIT BADGE COUNSELLING 4. Scout does his homework. 5. 2 nd Meeting – scout brings all required materials and accomplished project for demonstration. MBC checks and examines the scout. Signs the MB Application.

MERIT BADGE COUNSELLING 6. TL submits the MB Application form to the Local Council Office. 7. Local Council Office reviews the MB Application and issues MB Certificate. 8. Scout receives the MB certificate in a simple ceremony, and entitlement to wear MB on his uniform.

THE BOARD OF REVIEW The Board of Review makes it possible for a Scout to review his Scouting experiences with a group of men who are interested in his progress for the purpose of reviewing the achievement of each Scout aspiring for a higher rank

WHAT DOES A BOARD OF REVIEW DO? � � it reviews a Scout's advancement experience The Board must satisfy themselves that a good standard of performance has been achieved for the boy to be proud and is confident of his achievement

WHAT DOES A BOARD OF REVIEW DO? � � To determine why a boy is not advancing in Scouting To stimulate him to do so and in the process, perhaps, learn ways and means in which the troop could improve to make this possible

THE COURT OF HONOR � � The ceremony of recognition at which badges of achievement or other awards are presented The group of men who constitute the Court.

A successful Court: � � � Honors one scout at a time. Is centered on the scout and features his individual achievements. Makes certain he's facing the audience. Is simple, short, and understandable, avoiding obscure symbolism. Is dignified and idealistic.
