Proposed WEND-100 Principles - Background § In support of the Council actions C 2/30 and C 2/31, a draft update to the WEND Principles was prepared. § WEND-100 Principles intend to shift focus from ENC to comprehensive (S 100) suite of services. § The WENDWG presented a WEND-100 progress plan to IRCC 11, collected initial comments from MS, and formed a drafting team in April 2020 § The drafting team worked over the summer through correspondence and met again in September 2020. § The drafting team has prepared a draft version of the WEND-100 Principles, submitted for your review here today IRCC 12 VTC, 6 – 7 October, 2020 IRCC 12 -09 A

Proposed WEND-100 Principles - Background • The current version of WEND-100 (in its entirety) is initially intended for S-101. • The Principles will be followed by an implementation guide that will include specifics for additional S-1 XX products and services. • The WEND-100 Principles will be aimed at S-1 XX products that are under the purview of the IHO. However, this does not prevent other S 1 XX products from aligning with them. IRCC 12 VTC, 6 – 7 October, 2020 IRCC 12 -09 A

Proposed WEND-100 Principles - Background • It still encourages data availability anywhere in the world, distribution through compatible and coordinated networks, standardization, authority of service, and data protection. • It also addresses the avoidance of service duplication, coordinated data management, quality management, and assistance and training. • Capacity Building is explicitly noted in the Principles as a request for MS to contribute. Conclusions • It is very important to note that this will be a work load expansion for the WENDWG – the WEND-100 Implementation Guide will be a significant (and ongoing) effort. • The WG has made significant progress during a difficult time, but there are several steps left in the path to MS approval. Path to Completion • Submit to Council 4 for progress review • WENDWG will have a WG 11 meeting (2021) between C 4 and IRCC 13 for final WG review • WENDWG 11 will begin work on implementation guide • Final WEND-100 will be presented to IRCC 13, then Council 5 • Final WEND-100 will be sent to Member States for approval via CL IRCC 12 VTC, 6 – 7 October, 2020 IRCC 12 -09 A

IRCC Actions Requested • note this Paper; • endorse the attached draft 3. 1 as version 1. 0 and path forward of the new WEND-100 Principles (agree on current structure) • instruct the WENDWG on the content and way forward if needed, and consider to submit it “as it is” to C-4 for progress review only with the intent that a final version will be submitted to IRCC 13, then C-5, and finally to Member States for approval as a new IHO Resolution. • agree that current IHO Resolution 1/1997 as amended should remain in force until the sunset of S-57 ENCs. IRCC Actions Requested • agree that the revision of WENDWG TORs and ROPs can be put on hold at the moment as the current TORs, already amended at IRCC-11 in 2019, allow the development of the WEND-100 Principles and their associated implementation guidelines • consider the impact of these new WEND-100 Principles on the S-100 Implementation Strategy for discussion at A-2 (before C-4) and subsequently provide an update to the IRCC report to A-2 if appropriate IRCC 12 VTC, 6 – 7 October, 2020 IRCC 12 -09 A
