Division I 2 -4 Transfer Requirements
2 -4 Transfers – Competition Requirements Qualifier Minimum one full-time term attended. Average of 12 transferable hours per full-time term. 2. 500 transferable GPA. OR Meet requirements for a nonqualifier. Nonqualifier / Academic Redshirt Graduate from two-year college. Minimum of three full-time terms attended. Minimum 48 -semester or 72 quarter transferable hours. Six/eight transferable hours English, three/four math, three/four science. 2. 500 transferable GPA.
2 -4 Transfers – Competition Requirements Qualifier Average of 12 Per Full-time Term - Application # Full-time terms X 12 credits = credit-hour standard. Example: 2 full-time terms = 24 transferable. Example: 4 full-time terms = 48 transferable. Example: 6 full-time terms = 72 transferable. Use part-time and transferable credit hours. *
2 -4 Transfers PE Activity Requirements Qualifier Nonqualifier Academic Redshirt Limit of two credit hours of physical education activity coursework. * Excess hours removed from transfer credit total AND GPA calculation. *See Physical education/education degree at certifying institution exception.
2 -4 Transfers Summer Limits Nonqualifier Academic Redshirt No more than 18/27 hours total. No more than nine/13. 5 hours in the summer prior to transfer. Effects 48/72 and core-course requirements.
Case Study: 2 -4 Nonqualifier • Eric is from South Carolina. • He is unsure of his Eligibility Center status. • Eric has completed four semesters at a two-year institution in Northern California. • On track to graduate with an associate degree in science.
What Do You Need to Complete a Preliminary Transfer Evaluation for Eric? • NCAA ID to confirm qualifier/nonqualifier status. • Transferable GPA evaluation. • Transcripts from each institution attended. • Majors of interest at the institution. • Transferable degree credit evaluation from registrar’s office. • Degree audit or “what if” form from each of potential majors.
Here’s What You Have… • Eric never registered with the NCAA Eligibility Center. • Official transcripts are on hold from the two-year college because of unpaid parking tickets. • Registrar’s office has done a preliminary transfer-credit evaluation based on unofficial transcripts.
Here’s What You Have… • Evaluation shows: • Three full-time terms completed (2016 -17, 2017 fall with 2018 spring term in progress). • 65 transferable credit hours (plus an additional 12 of which are in progress). • One math course complete (three credits), one English course complete (three credits) and no science courses. • Six transferable credit hours labeled “Physical Education” (all “A” grades). • 2. 667 transferable GPA.

When Evaluating Transfer, Don’t Forget PTD • Eric has enrolled in four full-time terms. • In addition to transfer requirements: • Six-semester or six-quarter hours of academic credit during the previous term of full-time enrollment; • Designate a degree program; and • 40% of the course requirements in designated degree program.

Good Academic Standing Bylaw 14. 01. 2. 1 • Defer to the institution’s policy for all students. “…a standard at least as demanding as the minimum standard applied to all students in order to participate in extracurricular activities. . . ” [Reference: official interpretation (9/9/95, Item No. 5 -n-(5)]

Credit Hours – Sport Specific Football Baseball “ 9 -/8 -Hour” Rule Fall Eligibility • Fall term only. • If not eligible for fall, not eligible for spring. • Must earn NCAA Division I Academic Progress Rate point. • Can’t “get well” during fall term. • Withheld from first four games of next season. • Applies to all PTD legislation. • Get back games by earning 27/40 - hours by start of next fall.

Degree Credit During the student-athlete's first two academic years, credit-hour requirements may be satisfied with credit hours that apply toward ANY degree at the institution. Freshman Year 6 hour each term. 18 / 27 during academic terms. Sophomore Year 6 hour each term. 18/27 during academic terms. 24/36 At the start of the third year of enrollment, all credits used to satisfy 6 -hour and percentage towards degree requirements must count toward designated degree. Junior Year 6 hour each term. 18/27 during academic terms. 40% Final Year Exception: May satisfy six- hour requirement with credit hours that would apply toward any degree at institution. Senior Year 6 hour each term. 18/27 during academic terms. 60% 80% Fifth Year 6 hour each term. Must graduate in 10 terms to earn “E” point.
Progress-Toward-Degree Waivers Ø Overall academic record shows deficiency is an anomaly for specific timeframe. Ø Reasonable expectation for SA to graduate in five years. Ø Mitigation: Evidence, supported by objective documentation of circumstances creating deficiency. o Circumstance must tie to deficiency. o “But for…. ” analysis. o How is the situation different now?

Why APP? Ø Ensure the Division I membership is dedicated to providing student-athletes: q Exemplary educational and intercollegiate athletics experiences in an environment that recognizes and supports the academic mission of member institutions while enhancing ability to earn a four-year degree. Ø Serve as an academic point of access to postseason competition. Bylaws 14. 01. 4 and 14. 8
NCAA Division I Committee on Academics Ø Administrative body and oversight of academics including APP q Oversee data collection process; q Identify APP “cut” lines; and q Provide interpretations of APP legislation and policies. Bylaw 14. 8

GSR Ø More specific than Federal Graduation Rate. q Includes transfers into an institution and midyear enrollees. q Removes student-athletes who withdraw and would have been academically eligible to compete the next term had they returned. Ø Calculated for every sport.
APC Ø Annual compilation of academic performance variables (e. g. , credit hours, grade-point average). Ø Academic data used for NCAA research purposes. Ø Data informs academic policies. Ø Submitted online using the APP Data Collection Program. Ø Collected in fall term with APR data.
APR Ø Real-time rate, calculated term-by-term. Ø Includes all student-athletes on a team in a given year (as opposed to entering class). q Includes student-athletes receiving athletically related financial aid; or q For nonscholarship programs/teams, a subset of recruited studentathletes.
APR Ø Points awarded for eligibility/graduation and retention. Ø Totaled over most recent four years (cohort). q 2015 -16, 2016 -17, 2017 -18, 2018 -19 Ø Used in analysis for eligibility for postseason competition, APP penalties and public recognition of top academically performing teams.
APR Ø Two available points each academic term. q Eligibility "E" point = student-athlete meets academic eligibility standards as of the end of the academic term. q Retention "R" point = student-athlete is enrolled full time as of the census date or the fifth week of classes of the next term. APR Verification Ø Assist institution in verifying the accuracy of their data. Ø Intended to ensure: Ø Most accurate data has been submitted Ø Only appropriate teams are subject to APP penalties and/or postseason ineligibility
APR Adjustments Ø May request adjustment to lost "E" point, lost "R" point or both. Ø Requests are based on mitigation affecting individual studentathletes. Ø Discount lost APR point(s) for a term or terms from the denominator.
APP Penalties and Loss of Access to Postseason Competition Ø Multi-year APR is used to determine access to postseason competition AND if team is subject to APP penalties. Ø Two levels of penalties. Ø Waivers available.

APP Waivers Ø Staff makes initial decision. Ø Appeals to the Committee on Academics Subcommittee on Penalties and Appeals. Ø Institution presents appeal via teleconference.
APR Improvement Plans are meant to stimulate immediate improvements in team academic performance: Ø Monitor and analyze each team's academic, retention and graduation performance; Ø Identify critical issues impacting team’s academic performance; and Ø Develop initiatives to address the team's critical issues.
APR Improvement Plan Requirements Ø Required for all teams under 930 multiyear APR. Ø Must include element that assesses and evaluates team's academic admissions profiles and academic outcomes. Ø Data analysis of team’s APR performance with broad-based campus participation. Ø Reviewed and approved by institution’s chancellor or president. Ø Submitted via Academic Portal.
Final Submit Ø Conclusion of the APP Process Ø Data is finalized, no additional changes can be made Ø Email sent to Chancellor or President
