INCIDENT COMMAND SYSTEM (ICS) DEFINITION A nationally used standardized on-scene emergency management system specifically designed to allow its user(s) to adopt an integrated organizational structure.
OPERATIONAL AREA DEFINITION An intermediate level of the state emergency management organization consisting of the geographical county and all political subdivisions within the county area.
MUTUAL AID DEFINITION Voluntary and reciprocal agreements which provide services, resources and facilities when existing resources prove to be inadequate. Ø California Mutual-Aid is based upon the State’s Master Mutual Aid Agreement. Ø There are several Mutual Aid systems included in the Mutual Aid Program.
MULTI / INTER AGENCY COORDINATION (MAC) DEFINITION Agencies working together at any SEMS level to facilitate decisions.

SEMS DEVELOPED TO IMPROVE: ØFlow of Information and resources ØCoordination between responding agencies ØRapid mobilization, deployment and tracking of resources.

Legal Basis For SEMS Government Code § 8607 INTENT: To Improve Coordination of State & Local Emergency Response in California.
How Do Public Schools Fit into SEMS & The California Emergency Management Organization? Organization
Section § 8550 of the Government Code defines the "California Emergency Services Act. " Paragraph (e) states: ………all emergency services functions of this state shall be coordinated as far as possible with the comparable functions of its political subdivisions……to the end that the most effective use may be made of all manpower, resources, and facilities for dealing with any emergency that may occur.
Government Code § 8557(c) defines a “political subdivision” as: ……. . any city, city and county, district, or other *local governmental agency or public agency authorized by law. ”
Local Governmental Agency Means: Means. …… any city, city and county, county office of education, community college district, school district, or special district. Government Code § 8680. 2
LOCAL AGENCIES MUST use SEMS by December 1, 1996 or risk loss of State Disaster Assistance Funds for emergency response.
Disaster Service Worker Status
GOVERNMENT CODE § 3101 states in part that: ……. . "disaster service worker" includes all public employees and all volunteers …. . The term "public employees" includes all persons employed by the state or any county, city and county, state agency or public district, excluding aliens legally employed. § 3102 (a) further states that: All disaster service workers shall, before they enter upon the duties of their employment, take and subscribe to the oath or affirmation required by this chapter.

EMERGENCY DEFINITION A condition of disaster or extreme peril to the safety of persons or property. Emergencies can be small or large.
EMERGENCY RESPONSE AGENCY DEFINITION Any organization responding to an emergency or providing mutual aid support to an organization whether in the field, at the scene of an incident, or to an emergency operation center
EMERGENCY RESPONSE PERSONNEL DEFINITION Personnel involved with an agency’s response to an emergency.
EMERGENCY OPERATIONS CENTER (EOC) DEFINITION A location from which centralized emergency management can be performed. EOC facilities are found at the Local Government (School Districts), Operational Area, Region, and State levels.
School Site Department Operations Center (DOC) DEFINITION A location from which specific departments/schools may coordinate emergency activities and report information to the EOC. DOC facilities are found at the Local Government Level.

FIVE ORGANIZATIONAL LEVELS OF SEMS ORDER OF COORDINATION (Chain of Command) ØFIELD (School site) ØLOCAL GOVERNMENT (School District, City, County) ØOPERATIONAL AREA (County representing School Districts, Cities, Special Districts) ØREGION ØSTATE
FIELD LEVEL: INVOLVES: ØUtilizes the Incident Command System. ØTactical on-scene response. ØEstablish and maintain Incident Command Post as required. ØRequests support from the Local Government EOC. (Fire, Law, EMS, Public Works……. )
LOCAL GOVERNMENT LEVEL: INVOLVES: ØCity, County Office of Education, Community College District, School District or Special District Emergency Management Teams. ØEstablish & maintain EOCs & DOCs. ØImplement Local Emergency Plans. ØRequests support from the Operational Area.
OPERATIONAL AREA LEVEL: INVOLVES: Ø The County and ALL political sub-divisions. Ø Coordinating information, resources and priorities among all local governments. Ø Brokering resources within the Operational Area. Ø Functioning as the intermediate level between the Region and Local Government. THE REGION LEVEL Is Tasked With: ØCoordination Inland Region Coastal Region Southern Region between Operational Areas in each Mutual Aid Region. ØCoordination between Operational Area and State Level. ØCoordinating overall State Agency Support within the Region.

ACTION PLANNING: Ø Ø Conducted at the Incident (School Site). Conducted in the EOC (District). Used To: Ø Identify Objectives and Actions for functions and branches. Ø Estimate completion time or Operational Periods. Primary Responsibility of the Planning & Intelligence Branch.
Operating Requirements and Recommendations for Schools
SEMS MUST BE USED: ØWhenever your School Site-Department Operation Center (DOC) DOC is activated. ØWhenever your District Emergency Operations Center (EOC) EOC is activated. ØWhen a Local Emergency is proclaimed.
OTHER SEMS REQUIREMENTS: REQUIREMENTS Ø When a District activates their Emergency Operations Center they must establish communications between the EOC and all affected school sites. Ø Must operate under the Operational Area concept. Ø Local Authority always remains in charge. Ø Must submit an after-action report within 90 days of the close of the incident causing the emergency response.
SCHOOLS ROLE IN THE EMERGENCY ORGANIZATION PRIMARY ROLE: Care & Shelter of Students Schools will need to provide shelter, meals and health care until students are released to an appropriate adult.
SCHOOLS ROLE IN THE EMERGENCY ORGANIZATION SECONDARY ROLE: Care & Shelter of General Public The Red Cross may assume responsibility for the care and shelter of disaster victims from areas surrounding the school site.
SCHOOL PRIORITIES IMMEDIATELY AFTER A DISASTER: ØEvacuation ØSearch and Rescue ØTreat the injured ØDeal with fires ØShut off utilities, if necessary ØCare for students ØRelease students to parents
BEYOND THE KATZ BILL School Districts & School Sites MUST: ØEstablish an emergency management structure according to the Standardized Emergency Management System. ØUse SEMS and ICS to be eligible for state funding of response related personnel costs. ØPrepare disaster plans that outline school site emergency procedures using the Incident Command System (ICS).
School Districts MUST: MUST ØEnsure a District EOC is established and that designated personnel are trained to staff it. ØHave a Care and Shelter section in their Disaster Plan. ØInterface with the local government(s) that surround them.
WHERE DO WE START? ØRe-write Disaster Plans to reflect ICS and SEMS ØSet-up staff in-services to train your response teams in the proper skills and procedures, including ICS and SEMS. ØSchedule a series of exercises to test different portions of your Disaster Plan. ØEstablish and maintain a communications link with your cities.
TRAINING “EMERGENCY RESPONSE PERSONNEL” Must meet and maintain the minimum training competencies from the CA Office of Emergency Services’ Approved Course of Instruction (ACI).
