Cohort Graduation Data Certification School systems and schools will review rosters that include all

Cohort Graduation Data Certification School systems and schools will review rosters that include all data used to calculate the cohort graduation rate and the strength of diploma index in early March. This is the final opportunity to request changes. For each cohort member, schools will be checking graduation status, DE, AP, CLEP scores and credentials. The cohort review will also include: • • • An annual exit code review for randomly selected students who transferred to out of state (code 10) and approved non-public schools (code 14). All students exited as home study who have no approval on file with the LDOE will be included in the audit. Schools are required to provide documentation for all transfer types included in the audit. A new certification review of data that will be included in the new accountability system for alternative schools. A session for the upcoming January/February supervisor and principal collaborations designed to support and preview this important data certification. 12

Updated Growth to Mastery Rosters School performance scores now include a measure of students’ growth toward mastery. As part of this measure, the LDOE provides growth to mastery rosters that include an annual growth target for all students who took assessments in 2018. • • The rosters that were distributed in summer will be updated to assign students to schools based on their official October 1 enrollment in the Student Information System (SIS). In summer, the original rosters were provided in DRC e. DIRECT for K-8 and on the ftp for high school. All updated rosters will be posted to the ftp no later than January 11, 2019. 14

LEAP Connect Technology Preparation There a number of actions that must occur to prepare

LEAP Connect Technology Preparation There a number of actions that must occur to prepare devices in schools prior to the LEAP Connect administration including setting up the Testing Site Manager (TSM) and installing Insight on testing devices. The following steps can be used to ensure that the TSM and devices are connected and working properly. 1. Launch the Insight application. 2. Click on Test Sign In underneath LEAP Connect. 3. Use the generic log in from one of the text-to-speech OTTs to log in. If the TSM is set up correctly then the text-to-speech will launch successfully. 4. Staff should check at least 1 device per TSM and Org Unit to ensure each the devices within each device organizational unit is set up correctly.

Testing Homebound Students Policy requires that homebound students participate in state testing unless it is determined by a doctor in writing that they are too ill to test. The doctor’s letter must include all dates of testing, including makeup days. Secure materials must be checked in and out daily by homebound test administrators. When possible the test administrator should be the regular homebound teacher. Tests should be administered in accordance with all rules for test administration and security. Any accommodations should be documented on an IEP or IAP. The four options for testing homebound students are: • Install both the TSM and Insight client on a single laptop to be transported to the testing location • Install Virtual Private Network (VPN) software and the client software on a laptop to be transported to the testing location • Utilize the district’s virtual desktop infrastructure (VDI) to set up and deliver a web-based login to access the district’s internal TSM and client software • Purchase a hosted VDI as a service solution to deliver TSM and client software access

Investigation Support Student tests should be voided if there is an instance of cheating—whether by a student or by anyone else. In the case of student cheating: • The Test Administrator should give the School Test Coordinator a written account of the incident, with any available additional documentation, including the lithocode number of the answer document or consumable test booklet and the domain to be voided. • The School Test Coordinator should convene a school-level test security committee consisting at a minimum of the principal, the School Test Coordinator, and the test administrator to determine whether a test should be voided. The STC will complete the Void Notification form and notify the District Test Coordinator of any voided test. • The District Test Coordinator should mark the test invalid in the appropriate online system and email a completed testing irregularity form to assessment@la. gov.

Reminder: New Social Studies Assessment Designs After analyzing the past two years of assessment

Reminder: New Social Studies Assessment Designs After analyzing the past two years of assessment data and holding many conversations with stakeholders, the Department is shortening the grades 3 and 4 social studies summative assessments to reduce testing time by approximately twenty-five percent. Grades 5 to 8 will also be shortened by removing an item set and embedded field test items. Rather than requiring all students and schools to participate in the field test, a sample of schools will participate in a shortened field test session during the existing testing window. Superintendents and District Test Coordinators with schools selected to participate in the field test session will be notified by February 8, 2019, via email. In 2018 -2019, similar data will be collected analyzed for the science assessments. As possible, similar reductions will also be applied to the science assessments in 2019 -2020. 36

Important accountability policy regarding ACT testing: • All students in grade 12 must have an ACT score on file by the end of the 2018 -2019 school year, regardless of graduation cohort assignment, unless the student’s score was used in a prior ACT index. • The only grade 12 students not required to have an ACT score are students who participated in LEAP Connect testing prior to ACT testing in the spring of 2019. • Tests for students who participate in LEAP Connect will need to be accountability coded during the testing window. Important Update to LEAP Connect in Accountability ESSA requires that only students with the most significant disabilities participate in alternate assessment and states to submit waivers if participation exceeds 1% of all testers. • School systems are required to verify that students who take LEAP Connect and LAA 1 meet the participation criteria outlined in Bulletin 1530. • School systems are required to add qualifying cognitive and/or adaptive assessment results in SER and all IEPs must be completed no later than 30 days prior to the opening of the state’s alternate assessment testing window. • LEAP Connect and LAA 1 scores earned by students who are found to be ineligible will be converted to the lowest scale score and assigned zero points in the school performance score. • The LDOE may audit IEPs for any students who participate in alternate assessment and will conduct an audit on IEPs for school systems that exceed the 1% cap. 54

School systems that use LEAP 360 during the 2019 -2020 school year will not be required to pay an annual fee; however, they will be required to sign a Memorandum of Understanding (MOU) to protect the item and test content. Schools systems choosing to continue using LEAP 360 must sign a LEAP 360 MOU Amendment, which gives access through June 30, 2020. The reading and mathematics assessments are computer-based and the science is a paper-based assessment. School Test Coordinators from schools selected to participate in NAEP have been working on the Prepare for Assessment Review Activities. IEP/504 plan teams should have documentation of: • the evaluation summaries from locally-administered diagnostic assessments stating the student’s inability to perform calculations without the use of a calculation device, arithmetic table, or manipulative during routine instruction. • ongoing, intensive instruction and/or interventions to learn to calculate without using a calculation device, in order to ensure that the student continues to learn basic calculation and fluency.
