Philosophy of Refereeing Interfere as little as possible. Don’t whistle for trifling or doubtful breaches of the laws. The game is for the players (not coaches, not parents and not referees)
Philosophy of Refereeing At U 6 and U 8 Referee is more of a friendly guide than policeman. Allow players that commit technical errors (like taking a restart improperly) a second chance. Never subject players to public humiliation.

Now that we’ve finished our pre-game activities. . How do we start the game?
Starting the Game Conduct coin toss Brief introduction (no long lectures) Doesn’t matter who tosses the coin or who calls it Winner of the coin toss chooses which goal to attack The other team takes the kick-off
Kick-Off Verify the correct number of players on the field (no visible or audible counting). U-8 Games 6 v 6 No goalkeeper U-6 Games 4 v 4 No goalkeeper

Kick-Off The ball is stationary in the center of the field. Referee blows whistle to start play. Ball is in play when kicked and moves forward, backward, or sideways.
Keeping Time starts when the ball has been put into play (kicked and moves). The match consists of two equal 20 minute periods. The clock in San Mateo is NOT STOPPED during substitutions

Stopping the Game There are seven reasons to stop play: 1. Ball goes out of play 2. The referee deems it necessary 3. Goal is scored 4. Foul is committed 5. Injury 6. Substitution 7. Halftime / End of Game
The lines of the field are part of the area they define: In Play IN OUT In Play Either in the air or on the ground Out of Play
The ball’s position determines whether it is in or out of play; Not the player’s position
2) Play is stopped when the referee deems it necessary Sometimes there are outside influences that make it necessary to stop play.
3) Play is stopped when a goal is scored When the ball crosses wholly over the goal line, between the goalposts and beneath the crossbar. It does not matter which team put it there.
4) Play is stopped when a foul is committed This is something that is unfair or unsafe.
The fouls that most commonly occur in U-8 and younger age groups include: • Kicks an opponent • Trips an opponent • Pushes an opponent • Holds an opponent • Handles the ball deliberately • Plays in a dangerous manner
5) Play is stopped for injuries ANYTIME IMMEDIATELY In younger players’ games it’s better to err on the side of caution Collisions/ Concussions
Play is stopped for injuries Blood on clothing must be neutralized. Blood on the body must be removed. This is the coach’s responsibility
6) Play is stopped for substitutions There are four opportunities for substitutions during a regulation match: 1. Injury 2. Approx. midway through the 1 st half 3. Halftime 20 minute halves 4. Approx. midway through the 2 nd half

7) Play is stopped at the end of the first half and at the end of the game
Restarting the Game For some reason, the game has been stopped. (Injury, goal, foul, ball out of play, etc. ) How do we restart play?
Restarting the Game THROW-IN When the ball passes out of play over a touch line, play is restarted with a Throw-in. The throw is taken by the opponents of the team that last touched the ball. The throw is taken from the approximate point on the line where the ball left the field.
Restarting the Game THROW-IN The thrower must: • Face the field of play; • Have part of each foot touching the ground either on or behind the line; and • Use both hands to deliver the ball from behind and over the head.
Restarting the Game THROW-IN • The ball is in play as soon as released any portion of it is on or over the outside edge of the touchline. • Opposing players must be at least 2 yards away. • A goal may not be scored directly from a throw-in.

Restarting the Game FREE KICKS A way to restart play when the Referee has stopped play because of a foul. The free kick is taken from the location of the foul, but no closer than 6 yards from the opposing team’s goal All free kicks are direct
• All opponents must be at least 6 yards from the ball. • In play once it is kicked (with a kicking motion) and moves. • A goal can be scored directly from a free kick.
Restarting the Game FREE KICKS The kicker may not touch the ball a second time until it has touched another player.
Restarting the Game DROPPED BALL A way to restart play for an unusual but neutral reason. Examples: Injury Dog on the field Stray ball on the field
DROPPED BALL The referee drops the ball where it was when play was stopped. The ball is dropped from the players’ waist height. The ball is in play when it hits the ground. If a player kicks the ball before it hits the ground, the ball is dropped again.
Post-game Duties Collect the game ball and return to owner. Supervise team handshake Complete lineup card and take to designated location Congratulate referee team and seek feedback

Positive Sportsmanship For players and adults, any cases of exceptional support of the AYSO philosophies (esp. Good Sportsmanship) Injured player, opponent deliberately and proactively kicks the ball out of play rather than continue on goal: +1 Team "plays-down" in order to ensure a competitive game: +1 After “quarter” substitutions, team takes the field and is ready for restart inside 60 seconds: +1 12/23/2021 59
Negative Sportsmanship For players, any incidences of sportsmanship-oriented behavior that would have warranted a Yellow Card (regardless of age): -1 Reckless tackle No handshakes of referees and opposing team post-game (all players expected to do so). For players, any sending-off offenses would deduct a point: -1 For adults, any incidences that could be classified as "unsporting behavior", or "persistent infringement", or dissent: -1 Persistent parent dissent (one person multiple times, or multiple people) For coaches, any incidences that fail to respect the AYSO philosophies (Good Sportsmanship, Everyone Plays, Player Development, and Positive Coaching): -1 Persistent coach dissent (by words OR actions, before, during or after the game) No handshakes of referees and opposing team post-game (even if most do it, if not all, it is still NOT good sportsmanship). 12/23/2021 60
