2016 AZBOA Baseball Rules Meetings Regular Season & Tournaments Regular Season thru Mar 28 and some Tournaments will be released Thurs Feb 18 th. Regular Season from Mar 29 – Apr 27 will be released mid March.

Force Play Slide Rule… ØA SAFETY rule in force anytime there is a force out situation at ANY base.

Force Play Slide Rule… Ø 8. 4. 2 b- runner is out when…. he does not slide legally and causes illegal contact AND/OR illegally alters the actions of a fielder in the immediate act of making a play or on a force play does not slide directly into the base (*see exceptions)

Force Play Slide Rule… Exceptions for the runner on a force play: -Can slide away from defensive player / play -Can give up and run in a direction away from the defensive player / play -Can go in standing up provided they do NOT illegally alter or contact the fielder -Slide directly into base; his whole trunk, arms, legs. Penalty: The runner is out, the ball is dead immediately, and interference is called. On a force play slide with less than two outs, the runner is declared out, as well as the batterrunner. Runners (other) shall return to the bases occupied at T. O. P. With two outs the runner is declared out and the batter is credited with a fielder’s choice.

Force Play Slide Rule Basics: Ø Slide illegally to include- – away from the base in the direction of the fielder involved in the play. Contact is not necessary for this to be illegal. – sliding beyond (past) the base and THEN making contact with or altering the play. – failing to slide (if feet first) ON THE GROUND with one leg and buttock on the ground. Must be on the ground prior to contacting base.

Force Play Slide Rule Basics: Ø Slide illegally to include- – use a rolling, cross body slide contacting the fielder. Could be malicious. . – slashes or kicking at the fielder. This could be malicious… -illegally alters the action of the fielder (throwing arms up into or grabbing) – continuing to run without sliding, and create illegal contact with OR illegally alter (hinder or impede) the play of the fielder.

Fielder is protected from any slide that creates contact as indicated by the BLACK arrow. Fielder is protected from any slide (contact or NO contact) as indicated by the RED arrows if the slide is towards him. Runner protected if sliding away from fielder, running away from the fielder, or sliding LEGALLY directly into the bag as indicated by the GREEN arrows.

Key Concepts…. . • Players are not required to slide. • All slides must be legal. See def. 2. 32 / page 23 • Sliding directly into the base requires the player (trunk, legs & arms) to be in a direct path to the base (base is 15 inches wide). • May give up and / or go away from the fielder making the play.

Key Concepts cont. • Not all contact is illegal – hard legal slides will probably result in LEGAL contact…. . – fielder must be involved in making a play • receiving a throw • making a throw • completing a throw

Umpire Mechanic Force Play Slide Rule • Base Umpire has primary responsibility for enforcement. • Umpire will see the catch and / or the tag of 2 nd base by the fielder. • The umpire will turn his body towards 1 st base but keep his head and eyes focused on the baseball until it is released by the pivot fielder. • If at this point Force Play Slide Rule Interference has occurred, the Umpire will call time and say “That’s Interference” Signal the runner out, then turn and signal the second runner (usually batter – runner) out. • If interference has not occurred by the time throw is released then Base Umpire turns head & eyes with throw.

Umpire Mechanic Force Play Slide Rule • If the Interference occurs late (beyond the bag, rolling block etc. ) and the Base Umpire cannot see because they have released with the throw then the Plate Umpire may enforce the rule. • If the nothing “late” occurs then it is the Base Umpire’s responsibility to enforce. 100% of the time. • Plate Umpire will only gather information and NOT enforce if they simply disagree with the application of the rule by the Base Umpire. Plate Umpire will wait until Base Umpire asks for help…

ØMinimum of 1 base award, in advance of his position on bases (last legally occupied base). ØFielder must be POSESSION of the ball before blocking base (must deny access to base to be guilty)

We will discuss on next slide more detail… ØDelayed Dead Ball…Your umpire mechanic is to point and say “that’s obstruction”. We do NOT use NFHS Mechanic *We will discuss in next slides*

ØPhilosophies we use to place runners properly…. üWhere did the obstruction occur? üHow “big” was the obstruction? üDid the runner stop running or give up? üWhat happened after the obstruction (bad throws etc. ) üIf the runner is out at a base, how close was the play? üAny other ideas…

Umpire Mechanic Obstruction *Point at the defensive player and verbalize “that’s obstruction”. Allow the play to continue. After ALL playing action is over, call time point back at the guilty defender and repeat “that’s obstruction” and… Ø If the runner is entitled to advance bases then move him to proper base by stating “Runner go to (whichever base)” Ø If runner is on or occupying the correct base then state “Runner stays here” UNLESS. . the runner has advanced past the point of protection(in jeopardy) and is thrown out*. Do not point back and signal obstruction. “Obstruction is ignored” *Prepare for the explanation / argument from the coach…

Interference defined…. Ø 7. 3. 5 - a batter shall not…interfere with catcher’s fielding or throwing… Ø 8. 4. 2 g- any runner is out when he…intentionally interferes with a throw or a thrown ball; or he hinders a fielder on his initial attempt to field a batted ball ((Protected Fielder))…fielder is not protected, except from intentional contact if he misplays the ball and has to move from original location (chasing after but not in the act of fielding) Ø 8. 4. 2 g-1 if two fielders try to field a batted ball…. the umpire shall decide which one is…entitled to protection…if a fielder drops a batted ball and contact occurs during a subsequent attempt. . the fielder has greater responsibility for avoiding contact.

Batter’s Interference Ø 7. 3. 5 - A batter shall not interfere with the catcher’s fielding or throwing by: ØLeaning over home plate ØStepping out of the batters box ØMaking any other movement which hinders actions at home plate or the catcher’s attempt to play on a runner ØFailing to make a reasonable effort to vacate a congested area when there is a throw to home plate and there is time for the batter to move

Batter’s Interference Ø 7. 3. 5 - Batters Interference- if the catchers INTIAL throw does not retire the runner…… Penalty: when there are 2 outs, the batter is out. Less than 2 outs and the runner is advancing to home, if tagged out the interference is ignored and ball remains alive. Otherwise the ball is dead and the runner is called out (8. 4. 2 l). An attempt at any other base (unsuccessful) and the batter is out and ALL runners return to TOP bases. If the pitch is a third strike, and in umpires judgment the interference prevented a double play then an additional out may be awarded.

Ø 8. 4. 1 a- batter-runner is out when…he intentionally interferes with the catcher’s attempt to field the ball after a dropped third strike. Umpire Mechanic Interference When interference occurs the Umpire will point and say “That’s Interference” and if appropriate call Time. *Special Note- there are times when “things” happen and it is not interference or obstruction, it is simply NOTHING. The umpire will give a Safe signal when these instances occur. An example would be in the above where the batter UNINTENTIONALLY interferes after dropped third strike.

Rule Ten- Umpiring 10 -1 -1: Any umpire has the authority to order any player, coach or team attendant to do or refrain from doing anything that affects the administration of rules and enforce of penalties. *Please note, this does not speak about fans (personally). Ignore fans. Just in case you missed that “ignore fans”. In the event that a fan is so egregious that you cannot execute your duties, then utilize the head coach of the team the fan is from or rooting for, to get quiet them or get rid of them. Ignore FANatics! atics 10 -1 -3: …if there is only one umpire, he has complete jurisdiction in administering the rules and he may take any position he desires, preferably behind the plate. *We will always take a position behind the plate with 1 umpire.

Rule Ten- Umpiring 10 -1 -4: Umpire’s judgment on plays is final, it cannot be argued. However should the umpire making the call, upon being asked by a coach or captain, the umpire may ask for help from his partner. *We will not go for help unless asked. *100% sure of call = we will not go for help. *Umpires get together and speak privately. No coaches or players involved *Upon receiving information from umpire partner, calling umpire will make their decision final. If the call is not changed then no further discussion is allowed by coach or captain.

Rule Ten- con’t: 10 -1 -8: NO TOBACCO ØUmpire in Chief (UIC) shall: 10 -2: …. always be the plate umpire and: *Sole authority to forfeit game. *Inspects the condition of field. *Receives batting order. *Announce special ground rules. *Designates official scorer *Make ALL decisions on the batter. 10 -2 -3 g: UIC will make FINAL decisions on points NOT covered by the rules. 10 -2 -3 l: Rectify any situation in which an umpires' decision that was reversed had placed either team at a disadvantage.

Rule Ten- con’t: 10 -2 -3 m: Correct any scorekeeping error if brought to an umpire’s attention before the umpires leave the field when the game is over. 10 -2 -3 n: Order the lights turned on whenever he believes darkness could make further play hazardous. Whenever possible, lights should be turned on at the start of an inning. *If a field has lights, the home team’s Head Coach shall indicate to the umpire at the plate meeting, if the lights will be used for the game. If no agreement about lights then they will NOT be used. Make sure we ask about lights at the plate meeting. Use common sense, if both coaches want the lights on then continue play.

Speed-Up Rules: Courtesy Runner may run for pitcher or catcher but: *Must have eligibility, but does not lose eligibility by courtesy running. -a starter, who has left game but has eligibility, may NOT courtesy run. *Each individual may only courtesy run for one position, not both. *Multiple players may courtesy run for each position. *If a player is a courtesy runner, they may not substitute in that same half inning. -unless for injury, illness or ejection and no other player is available to substitute. *Should injury, illness or ejection occur to the courtesy runner, another courtesy runner for the pitcher or catcher may run. -while a courtesy runner is on base, they may substitute for him at any time *A player who violates the courtesy-runner rule is considered to be an illegal substitute. Penalty for an improper courtesy runner = Illegal Substitute = Out and Restricted. *Umpire, defense or offense may discover illegal substitute. MAKE SURE WE RECORD ALL COURTESY RUNNERS AS THEY HAPPEN!

General Ideas and Points of Emphasis: Pace of Play- -8 & 5 warm up throws between innings or 1 minute. Keep the game moving, make sure the catcher knows your expectations abut number of warm up throws. -keep the batter in the box. -do NOT give TIME to the batter unless for safety. *use common sense, if pitcher “freezes” hitter then we may grant time. *If pitcher has started motion then do NOT grant time. *If you grant time, then immediately order the batter back in box and “play”. The entire process of granting time until the batter is back in the box and the pitcher ready to pitch should take less than 10 seconds! Jewelry: Get rid of the rubber bracelets, and necklaces. Mention this at plate meeting. Dugouts: Keep them in the dugouts. *Extensions away from home plate are OK but must have a line of demarcation.
