Constraints/Difficulties in PIM 1 • WRD is not having enough financial resources to repair irrigation system before transfer to WUAs 2 • Absence of autonomous regulatory body for promotion of PIM, formation of WUAs and M &E 3 • No linkage of agriculture, horticulture and other related departments with the WUAs 4 5 6 • Absence of separate head for training in budget of WRD • Lack of interest of WR officers in PIM • Perpetual confusion in the mind of WR officers about PIM & IMT 11/27/2020 WALMI AURANGABAD 17
Constraints/Difficulties in PIM • Field channels/water course are either not constructed or in bad condition 7 • Inadequate carrying capacity of canals, inefficient control structures, excessive seepage, silting and scouring 8 • Un-assured water supply, no water entitlements, no fixing of quota to WUAs 9 10 11 • Encroachment on water bodies and canals resulting in poor water delivery • Water charges remittance from water users is very poor 11/27/2020 WALMI AURANGABAD 18
Constraints/Difficulties in PIM 12 • WUAs are not ready to take over irrigation management • Conflicts among the farmers 13 • Farmers do not come forward to join WUAs and share the responsibility of day to day working of WUA’s 14 15 16 17 • Problems of survival of WUAs when water is insufficient • WUAs are not financially viable • Non availability of water to tail end farmers • Lack of awareness about crop diversification among farmers 11/27/2020 WALMI AURANGABAD 19
