STAAR Alternate 2 Updates • Registration is required for paper materials, including Large Print. • Window has already closed for the initial registration window. Late registration will be available for districts to enter students who were not included during the initial registration window. These students will require an additional order to be placed if materials can not be covered by overage. • The 2020 STAAR Alternate 2 grades 4 and 7 writing will each have one form (Form 1). STAAR Alternate 2 Student Transfers Students who enroll on or after March 30, 2020: v Students who transfer/move to a new district after the first day of the STAAR Alternate 2 testing window do not have to be tested. The new district should register the student and mark the tests with an “O” score code. Document the reason for the score code at the local level. v Students who transfer within the same district after the first day of the STAAR Alternate 2 testing window still must be tested by the district where the student is enrolled. STAAR Alternate 2 – Move Tests v A STAAR Alternate 2 student can only be registered in one district at a time. The "Move Tests between Organizations" function can be used to move a test assignment from the student's sending organization to the student's receiving organization. v Move Tests Between Organizations is only visible when the feature dates for "Students - Registration Update" and "Students - Score Code Changes/Test Taken Changes" are open. v Tests for STAAR Alternate 2 or TELPAS Alternate can be moved if they are not In Progress or Completed. STAAR Alternate 2 – Move Tests Only the District Testing Coordinator role will be able to access the tool. 1. From Setup > Move Tests Between Organizations, search for the student whose test needs to be moved. 2. Select the student by checking the checkbox next to the student’s name. 3. Open the task list and select Move Tests Between Organizations and click the Start button. STAAR Alternate 2 and TELPAS Alternate 12
STAAR Alternate 2 – Move Tests 4. Check the Status of test before attempting to move. Test Assignment can only be moved if it is in "Assigned" status. 5. In the Organizations drop-down, select the organization the student's tests should be moved to. 6. Check the checkbox next to the test(s) that will be moved and click the Move Tests button. 7. If the move is successful, the screen will indicate that the move was a success and the change has been saved. The new test assignment information will be displayed on screen. Materials – STAAR Alternate 2 v A kit that includes one student test booklet, one secure test administrator manual, and one set of image cards, will be shipped based on student registrations entered for each district. v Test booklets and secure test administrator manuals are assigned by form number to each campus (Forms 01– 10). If a district needs additional materials for a campus, the district should first use district overage or overage from another campus (even if form # is different). If a district needs to order additional materials for a campus, they should order the same form number that has been assigned to that campus. v SA 2 grade 4 and 7 writing will only have one form instead of 10. Locate Shipment Tracking Numbers 1. Go to Setup > Orders & Shipment Tracking. 2. Click on the blue icon next to the order number and click on Shipments to get tracking number. Tracking information will appear in the system after the packages have been picked up by carrier. TELPAS Alternate Overview v For English learners (ELs) with the most significant cognitive disabilities who cannot participate in TELPAS, even with allowable accommodations v Grades 2*-12: holistic inventory of listening, speaking, reading, and writing domains v Test administrators, based on their knowledge of a student’s English language skills over a period of time, will make holistic judgments across the four language domains using the TELPAS Alternate Observable Behaviors that are aligned with alternate Proficiency Level Descriptors (PLDs). TELPAS Alternate Test Administrator Manual v For every 1 manual ordered, a package with one TELPAS Alternate Test Administrator Manual and three copies of the TELPAS Alternate Observable Behaviors (OBs) was sent. Districts can print or make additional copies of the manual and OBs, as needed. Example: 30 manuals ordered = 30 manuals and 90 copies of the OBs. v The information from the OB will be transcribed into Pearson. Access Next for each student. TELPAS Alternate Rater Training v Test administrators are required to have test administration procedures and test security training annually. v Test administrators for TELPAS Alternate are not required to calibrate in order to complete the holistic inventory. v TEA highly recommends that TELPAS Alternate test administrators view a series of short training Power. What are Observable Behaviors? In TELPAS Alternate, the Observable Behaviors are like questions the test administrator answers about a student. Each Observable Behavior measures one skill that is aligned to the Texas English Language Proficiency Standards (ELPS). The skill can be found on the left under the number of the Observable Behavior. The boxes contain descriptions of characteristics that students learning English are likely to demonstrate over time. The descriptors show the progression of second language acquisition from one proficiency level to the next and are aligned to the TELPAS Alternate PLDs. STAAR Alternate 2 and TELPAS Alternate 35
Observable Behaviors and Classroom Examples v Texas teachers developed classroom examples to help test administrators better understand the descriptions of student performance for each Observable Behavior. v Elementary and secondary examples describe one way that students could demonstrate each skill across the five levels of proficiency. Using the Classroom Examples v The purpose of each example is to illustrate how a student could demonstrate the skill at each proficiency level. v These examples are not intended to be used as test questions or performance tasks for teachers to replicate, although using them for this purpose is acceptable if needed. v There are many other classroom activities that could be used as examples for the Observable Behaviors. v Teachers are encouraged to use their own activities in the regular classroom setting when determining a student’s ability to understand use English. Students Who Move v If an EL enrolls in a Texas public school BEFORE February 24 (the start of the TELPAS Alternate assessment window), the receiving campus is responsible for all TELPAS Alternate assessments. This is true whether the student enrolls from another Texas school or from another state or country. Additionally, this is true even if the ratings were not yet assigned when the student moved. v If an EL enrolls ON or AFTER February 24, the student does not have to be tested. The receiving campus at the new district can mark the tests complete and assign an “E” score code to the tests. Document the reason for the score code at the local level. v If an EL withdraws ON or AFTER February 24, the sending campus is responsible for TELPAS Alternate of students who were enrolled before February 24 but withdraw before the close of the window. Frequent Questions From Districts v We have Junior and Senior ELs in our district who have previously met the participation requirements for STAAR Alternate 2 but have completed their EOC testing requirements and therefore not testing this spring. Are they still eligible for TELPAS Alternate? If these ELs met participation requirements for STAAR Alternate 2 in the past, then they still meet eligibility for TELPAS Alternate. v Do teachers and service providers with whom the test administrator collaborates have to sign an oath? Teachers and service providers with whom the test administrator collaborates do not have to sign an oath; however, they must ensure confidentiality of the information. Frequent Questions From Districts v After the assessment is complete and observations have been transcribed into the online system, do districts need to keep each student’s paper holistic inventory with notes in his or her permanent record file? Yes. Districts will need to keep each student’s paper holistic inventory with observations and notes in the student’s permanent record file for two years (TELPAS Alternate Test Administrator Manual, page 7). As a clarification, the notes to be kept in a student’s permanent record file are those taken during the TELPAS Alternate assessment window to determine a student’s consistent use of English. For educators that used the optional Observable Behaviors (notes version) throughout the school year, it is at the district’s discretion if they choose to keep the Observable Behaviors (notes version) in the student’s permanent record file as well.
