Common guidelines, good practices and lessons learned related to data standards Introduction • The case studies will be the base from which common guidelines, good practices and lessons learned related to the management and the governance of data standards will be derived “ A data standard is a structural metadata specification that describes or defines other data. Structural metadata indicates how compound objects are put together. It can consist of among others data models, reference data, and identifier schemes. “ “ • Each data standard initiative of a country is a case study • The template helps to document the case studies 9 9
Common guidelines, good practices and lessons learned related to data standards Objectives • Share knowledge with the members of the Community of Practice. • Support new and on-going initiatives on data standards in public administrations by providing common guidelines, good practices and lessons learned concerning the management of data standards. • Identify alignment opportunities amongst the various initiatives.
Common guidelines, good practices and lessons learned related to data standards Scope A case study is considered within the scope of the current project if it meets one or more of the following criteria: • It relates directly to the management and governance of data • • standards. It is about data standards targeting the implementation of IT systems having regional, national or cross-border coverage, or concerns the exchange of information between systems within or across borders. It relates to data standards covering one or more policy areas. “ 11

The template Three main sections • General information: Title, policy domains covered by the case study, contact person, and references; • Business model: Problem & challenges, Solution, Targeted audience, Value proposition, Key metrics, Key activities, Strengths, Weaknesses, Cost structure, Revenue streams; • Implementation experience: A practical implementation of the data standard described by the case study. 15

The template Business model – ISA Core Vocabularies example Problem & challenges For example: • system integration, • consistency, • redundancy, • integrity, • cost reduction, • quality of data, • transfer of information between multiple IT systems Solution Your data standards (e. g. Person, Registered Organisation, Location and Public Service Vocabularies) Key metrics For example: number of implementers Key activities • Governance (e. g. Steering and Governance Value proposition Benefits gained by the targeted audience after the implementation of your solution (e. g. reducing schema and data level conflicts) Targeted audience Direct beneficiaries (e. g. EU Institutions, Public Administrations in MSs and service developers) and indirect beneficiaries (e. g. businesses and citizens) of your solution Committees, Operational Team and Working Groups) • Management (e. g. The template Implementation experience – ISA Core Vocabularies, example of implementation: BRIS • Description: Develop an XML data model to make company information searchable and exchangeable; • Contact details: Project Manager at DG DIGIT, and responsible for the BRIS project; • References: Webpage provides information about the BRIS project and the Handbook provides information about the implementation methodology of the BRIS data model; • Success of implementation: Shows how successful is the implementation of your data standards; • Extensions: The BRIS XML data model re-used the Legal. Entity concept of the Core Business Vocabulary; • Implementation support: There was no support necessary during the development of the BRIS XML data model; • Implementation challenges: alignment of the Core Vocabulary conceptual model, and choosing the right standard for implementing concepts not covered by the Core Vocabularies. 18
