Wayside Amenities Development Program 1 Wayside Amenities – Concept Facilities developed along the National Highways for the purpose of providing safe stopping points to different highway commuters such as car/bus passengers and truckers at frequent intervals with required amenities during their journey 2 Wayside Amenities – Key Objectives Reduce Accidents • Encouraging frequent breaks during the journey to reduce driver-fatigue related accidents Generate Employment • Provide employment and opportunity for local artisans and craftsmen to showcase their offerings Reduce Theft along NHs • Safe location for truckers and passengers to park their vehicles and spend the night to reduce incidents of theft and robbery Evacuation for Disaster Relief • Provision of Helipad for evacuation during medical emergencies and providing disaster relief

Policy for WSA development by private land owners 1 Need for collaboration with private land owners Land availability with NHAI is constrained and collaboration with private land owners shall save public money needed for land acquisition along with providing livelihood to farmers 2 Execution model Operating model • Franchise model shall be the preferred model for development of WSA by private land owners with NHAI responsible for overseeing the development Selection of Franchisee • Minimum eligibility criteria: Net worth (INR 2 Cr. ) / Turnover from existing business (INR 1 Cr. ) Land availability (1 hectare) • Scoring guideline developed in case of multiple applications within 40 kms Preference to land parcel with larger area and frontage (40%) Prior experience in development of related infrastructure (40%) Availability of license/ letter of intent for fuel station (20%) Franchise Period • 10 years extendable by another 5 years • Extension based on performance in the first 10 years

Policy for WSA development by private land owners 3 Facilities to be provided Types Development Guidelines 4 • Private land owner may select one of the 3 different types of WSAs – Type 1: Co-located facility for passengers and truckers – Type 2: Facility for passengers only – Type 3: Facility for truckers only • Green design principles shall be preferred • The maximum covered area of the site shall be 30% Location of Facilities • One franchise to be awarded every 40 kms • Minimum 5 kms away from any toll plaza to avoid congestion on highways • Minimum 5 kms outside the municipal limits to avoid congestion within the cities

Policy for WSA development by private land owners 5 Roles and responsibilities of the Authority (Franchisor) Authority 6 • Provide branding, logo, marketing material and signage to the franchisee • Provide highway access free of cost to the franchisee from the service road once the facilities are operational • Specify the service level agreement and broad proto-type design • Support in land parcel conversion and clearances for fuel station • Provide signage at adequate distance • Appoint agency for overseeing the development and operation of WSA Roles and responsibilities of the Private Land Owner (Franchisee) Private Land Owner • Procure funding and raw materials, undertake design and engineering, obtain all statutory approvals and operate and maintain WSAs • Achieve COD in 12 months after construction of mandatory facilities, extendable to 15 months • Operate the WSA as per the service level agreement
