Watershed Study Explanation • City is broken up into 20 subwatershed areas within four main watersheds: - BR – Back River - CB – Chesapeake Bay - HR – Hampton Roads - JR – James River • So far two sub-watershed studies have been completed, looking at both addressing both water quality (pollution) and quantity (flooding) issues. • Currently funding 3 studies per fiscal year. Within 5 years all studies will be complete. Council Briefing Slide 5
Back River – Riverdale Study The Back River – Riverdale Watershed Study was completed March of last year. Key points include: • Using both staff knowledge and 311 complaint data, identified areas of significant flooding from both tidal surge and rainfall runoff. • Completion of extensive field work and hydraulic modeling of existing and proposed conditions. • Identified both quality and quantity projects, giving estimated construction costs, estimated pollutant removal, and broke the projects down into cost per pound of pollutant removed. • Ultimately provided a list of projects eligible to be placed on the capital improvement project list. When future studies are completed the list of potential projects will grow. All potential projects will be compared and rated, allowing the most efficient projects to take priority. Coliseum Lake Retrofit Project The Coliseum Lake Retrofit project is the most cost effective option for improving water quality within the Riverdale watershed study. While not directly providing flood reduction benefits, this project will help the city meet the TMDL regulations as highly cost effective water quality enhancement. Design is approximately 75% complete. Construction is expected to begin in FY 14. Council Briefing Slide 7
